Salary Range: $100000 - $105000 / year
Position Summary
Reporting to the Regional Manager, the Operations Manager is accountable for the operational and financial performance of all projects in the Pacific region. Manages and supports project teams with the aim of achieving operational excellence, quality, and financial performance. The Operations Manager oversees all operational activities during the bidding, development, planning, execution, and close-out of construction projects, including project controls and contractual obligations. The Operations Manager works closely with the Estimator and Project Managers in bid preparations and with the Regional Manager in meeting monthly financial reporting requirements.
Primary/Essential Responsibilities and Duties
• Accountable for results on all projects performed in the region; provides leadership and oversight to all construction efforts to ensure that all projects are executed in accordance with established processes and procedures
• Oversees planning, staffing, and supervision of all assigned work unit activities through PM’s Superintendents and Foremen to ensure a cohesive operational unit. Monitors availability and flow of personnel and assigns teams to projects
• Involved in the bidding process in collaboration with the Estimator and project teams; provides operational input into preparation of take-offs, estimates, etc.
• Participates in review of final estimate packages for accuracy and completeness.
• Oversees the project hand-over from estimating to operations for execution
• Oversees appropriate and timely administration of project deliverables and billing information, follows up on AP and AR issues, and participates in monthly project reviews
• Work in Progress and month-end close-out
• Identifies field operational solutions that will improve productivity. Achieves operational cost savings across all project resources and services
• Analyzes project performance to maximize financial and operational efficiencies and minimize risk.
• Ensures that contract and project closeout requirements have been met at the close-out of all projects
• Interacts with clients and active in new business development, identifying and meeting new clients, nurturing exiting relationships, resolving concerns, etc.
• Interfaces with regulatory authorities
• Acts as liaison with contractors, design consultants and client to ensure construction activities support project requirements
• Advises and directs project teams to resolve operating problems and difficulties
• Oversees the utilization of equipment in the field
• As a key member of the regional management team, participates and contributes to the overall development, performance, administration, and profitability of the Region
• Drives the regional safety culture through all aspects of the operations’ activities
• Develops and manages staff, handles disciplinary and performance concerns
• Manages consultants, contractors, and sub-contractors
• Tracks core metrics necessary to drive the advancement of field operational activities.
Required Skills and Qualifications
• Undergraduate degree in related field of study such as Civil Engineering or similar. P. Eng designation is preferred
• A minimum of 10 years recent related operations experience in a heavy construction environment
• Thorough knowledge of construction technology, scheduling, and methods
• Experience with all aspects of project controls, budgeting, and finance
• Strong understanding of contract administration and contract law.

• Strong verbal and written communication skills
• Strong problem-solving skills
• Demonstrated negotiation skills
• Ability to multi-task, prioritize and work to deadlines
• Ability to manage and administer large construction projects
• Proficiency utilizing common business and construction applications such as Microsoft Office products, Hard Dollar, or JD Edwards software.
Physical Requirements and Working Conditions
• Frequently works outdoors at construction sites and occasionally works indoors
• Frequently stands, walks, climbs, balances, stoops, and crouches while negotiating work areas under construction
• Sits, reads, writes, and uses a keyboard
• May be exposed to harsh weather conditions including very hot and very cold weather
• May be exposed to loud noise.
