Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists. This is a highly responsible and professional position that will serve as an Operations & Management Consultant Mgr. – SES. T his position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. Specific Duties and Responsibilities include: + The incumbent shall manage the maintenance of buildings, grounds, and utilities at the facility This is work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.). + Plan and schedule the maintenance work in accordance with established facility priorities and governmental agency standards such as the State Fire Marshal and the Department of Health. This will include systems such as heating, air conditioning, refrigeration, ventilation, plumbing, electrical, electronic/pneumatic controls, painting, and carpentry. Manages all upkeep of landscape and grounds development. + Delegate all work to the Maintenance Supervisor; solicit proposals for required materials and services to assure the most cost-efficient purchases. Prepare and input requisitions into the MFMP system. + Monitor and inspect employee work to assure maximum customer satisfaction and quality work is provided on a timely basis. Monitor and inspect all contracted services for compliance and timelines. + As part of our staff satisfaction efforts, maintain effective relationships between hospital staff and management to facilitate maximum productivity, as well as early problem identification and resolution. + Develop and maintain preventive maintenance programs in the Maintenance Connection System to extend the life of all systems and infrastructure. Maintain records of scheduled completion of all such programs. + Evaluates personnel job performance and provides necessary counseling or initiates disciplinary action if necessary. + Involvement in directing, developing and implementing policies, procedures, goals and objectives designed to meet the mission of the hospital. + Review and analyze periodic reports of key indicators of administrative and managerial performance, ensuring that necessary corrective actions, including change in hospital policy and procedures, are accomplished in a timely manner. Respond to and resolve administrative and operational problems such as substantial injury, allegations of abuse, staff incidents, damage to hospital property, major equipment failure, etc. Responsible for notifying the Hospital Administrator or designee as appropriate. As part of cost efficiency endeavors, ensure allocation of resources among Administrative Services areas of the hospital and make periodic adjustments due to changing operational conditions. As part of our management excellence endeavors, assist with the provision of administrative policy direction for the hospital within the context of departmental and district policies. . + Assist in the hospital strategic and annual business objectives and ensure these plans are appropriately reflected in budgetary requests and operational activities. + Performs related work as required or assigned. Minimum Qualifications: + Bachelor’s degree from an accredited college or university and two years of associated engineering experience, two years of which must have been in a health care setting; and including two years of management/supervisory/administrative experience in a health care setting. + Associate degree from an accredited college or university plus three years of associated engineering experience, two years of which must have been in a health care setting; and including three years of management/ supervisory/administrative experience in a health care setting. + High school diploma or equivalent plus six years of associated engineering experience, two years of which must have been in a health care setting; and including three years of management/supervisory/administrative experience in a health care setting. + Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
