ESSENTIAL FUNCTIONS:

 

Serve as Operations Officer for the Organization's AA&E Logistics Team.Manages Class V operations for the AA&E Logistics Team. In charge of three hauling teams consisting of ten personnel.Manage the team’s Program Analyst II, maintaining financial oversight of AA&E operations.Liaison to Test Divisions’ Test Coordinators (TC) and Test Engineers, Test Directorates’ Programs & Plans analysts, Test Program Integration Directorate’s (TPID) Account Managers, CSD’s Resource Management Division’s (S-8) budget analysts, and the RTC Directorate & Staff Support (RDSS) contract Program Management Office (PMO) about funding and expenditures for AA&E logistics labor and materials supporting Test and Evaluation (T&E) projects.Track and coordinate test project documentation (proposals, test plans, reports, etc.), financial status, and schedules ensuring all customers, Acct. Managers, Test Engineers, Divisions and management maintain situational awareness.Acquire, input, update, and manage Work Breakdown Structure (WBS) and financial estimates, funding, and expenditure information relevant to AA&E logistics labor and material support of T&E projects.Manage employees’ daily input to Tracker and the production of weekly Contractor Input Management System (CIMS) data for CSD AA&E Logistics Team labor charges, review as necessary, correct, and submit to the RDSS PMO.Ensure labor, material, and hauling charges are correct and communicate to the government and Project TCs regarding funding depletion; monitor and report on performance against plans to ensure cost objectives are not exceeded.Manage requisition, accountability, and regulatory guidance governing the AA&E program to include receipt, storage, issue, transportation/shipping, inventory, testing, maintenance, and demilitarization.Develop and present long term cost proposals to customers regarding storage and maintenance of ammunition beyond scheduled testing dates.Monitor the development and progress of numerous logistical plans and identify the cause of delays, if any, and the impact of those delays to supported testing efforts.Analyze inventory management systems, procedures, and their results. Recommend changes, writing modifications, and coordinate their implementation to improve integrity, control, and the capability to meet company objectives.Support budget planning and execution reviews, including the creation of associated briefing material.Manage fleet, maintenance, and services so that all equipment is fully mission capable to support AA&E operations.Supervise and ensure 100% inventory on all CAT I and CAT II items in accordance with AR 190-11, (Physical Security of Arms, Ammunition, and Explosives) AR 735-5, (Property Accountability Policies), AR 735-11 (Accounting for Lost, Damages, or Destroyed Property), AR 740-26 (Physical Inventory Control), and AR 710-2-1 (Using Unit Supply System) and report all discrepancies to be reconciled.

 

REQUIREMENTS:

 

Shall have a Bachelors Degree in a technical, science, or business discipline from an accredited college with four (4) years of DoD or Army regulations, policies, procedures, and guidelines experience.
