Essential Functions:
Has authority and accountability for technical scope, schedule, and cost pertaining to required operations activities on an assigned programPrimary point of contact for the technical, cost, risk/opportunity, and schedule performance of the actions on the assigned programsDevelop and implement strategies to meet cost, delivery, customer satisfaction, and continuous improvement commitments.Serve as the Earned Value Work Package Manager for assigned programsEngages with other IPT Leads, Functional Managers, and leadership to promote successful action planning and executionFrequent collaboration with multiple functions (e.g., Design Engineering, Contracts, manufacturing, etc.) and the program officeSupport overall Program by contributing schedule inputs and changes into the Integrated Master Schedule (IMS), maintaining timely and effective change management processes and proceduresMonitor RAIL (Rolling Action Item List) performance and ensuring that issues are addressed immediately and corrective actions and recovery plans are implemented expeditiouslySupport multidisciplinary program reviews and presentations throughout the different phases of development, certification, and production readiness with internal and external stakeholdersDemonstrated understanding and practice of Earned Value ManagementProposal/BOE preparation or both new business and changes in scope to existing programsCoordinate with the Production / Material planning teams to ensure that program schedules rea understood and maintainedFacilitate Operations, Manufacturing and Quality participation in design development to identify and address manufacturability, testability and inspectability issuesImplement and sustain success metrics, incorporating best practices, and effectively communicating improvementsEffectively manage behavior, performance, and key deliverables across a matrix organizationQualifications:
Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.Significant working experience with execution of earned value management (EVM); Experience in creating and managing budgets for both operational and capital expenses; Experienced with all phases of manufacturing and program management (development, planning, conceptual design, requirements definition, preliminary design, prototyping, test and evaluation, integration, entry to production, etc.)Extensive experience in manufacturing; preferably experience in Shop Operations. Operations Planning, Quality Assurance, Manufacturing/Industrial Engineering, Continuous Improvement also desirable.Strong operations and engineering analytical and technical writing skills with the ability to effectively communicate, present data, and explain results to leadership, subordinates & peersStrategic thinking and problem-solving skills with a proven ability to multi-task and prioritize assignmentsDemonstrated experience in project management, including establishment of detailed, resource-loaded, logic-driven (successor/predeccesor) schedulesDemonstrated knowledge in the assembly and test of electronic components or systemsDemonstrated experience preparing and presenting business status, presentations, and business cases to executive leaders and external customerAdvanced knowledge and use of MS Office products, including Project, Excel, Word and PowerPointSkilled in the deployment and use of Continuous Improvement Tools such as Lean and 6 Sigma .Excellent interpersonal and coaching skills for collaborating with all levels of the organization, including managing through influenceAbility to obtain and maintain a secret security clearanceU.S. Citizenship required.Desirable Experience/Education Qualifications/Comments:
