Northrop Grumman Mission Systems is seeking an Operations Program Manager 3 to join our Operations Business Facing organization (OBFO) located in Baltimore, MD.

In this role, you will serve as both a functional manager with direct reports, and a Homeroom Operations lead. You will be responsible for metrics management, contractual deliveries for our Baltimore, MD site (BWI) schedule management, cost accountability of Manufacturing activities, SharePoint site management, learning and development, facility planning and OBFO staffing.

The incumbent will work with cross organizational teams and customers. You possess the ability to set and clearly articulate goals/priorities and successfully communicate them to key staff; strong leadership skills; and a track record of building high-performance teams, with a particular focus on employee development, engagement, inclusion, and retention.

What You’ll Get to Do:

Manage the production execution for OBFO deliverables

Manage the OBFO Homeroom Metrics

Manage Manufacturing cost and schedule performance

Manage Staffing and Facility needs for OBFO organization

Serve as Manufacturing lead for NAR/ICE reviews

Understand and report on Manufacturing Operations status at the required level of detail to the Program Manager, Sector Executive Management, and customers

Ensure Manufacturing has the needed resources (resources Manufacturing needs as well as allocation of resources from Manufacturing) to execute the programs

Serve as Functional Manager and direct the work of the Planning & Resource team

Perform manpower planning and execute hiring to support the OBFO Organization

Mentor, develop, and assess direct reports

Provide strategic leadership to ensure all Program and Manufacturing objectives are achieved

Provide Manufacturing expertise to support the strategic vision

Basic Qualifications:

Bachelor's degree and 8 years of working in Manufacturing, Engineering, Test, Production, Manufacturing or Industrial Engineering, Project Engineering, IPT, Operations Project Management (OPM), or similar roles, or Master’s degree with 6 years of working in Manufacturing, Engineering, Test, Production, Manufacturing or Industrial Engineering, Project Engineering, IPT, Operations Project Management (OPM), or similar roles

5+ years of experience leading people and/or projects

2+ years of direct people leadership experience

Working knowledge of SAP and Material Requirements Planning (MRP) systems

Must be a U.S. Citizen with the ability to obtain and maintain a U.S. Secret Level Security Clearance

Preferred Qualifications:

Bachelor’s Degree in a STEM field and/or Master's degree

Demonstrated expertise in the following systems and concepts: - MRP and IMS Scheduling- SAP production planning and material management tools- ISE/CADSTAR/MPLM- Earned Value Management Continuous Improvement, Lean Manufacturing and Manufacturing

Experience leading Manufacturing proposal efforts that include labor quoting, schedule and capacity analysis, investment planning, and descriptive writing contributions

Excellent presentation and communication skills

Program execution experience

Active U.S. Secret Level Security Clearance

Salary Range: $147,500.00 - $221,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
