Responsibilities You will assist in the oversight and direction of all phases of the organization's technical work, including models, studies, assessments, and other analytic activities. You will serve as the senior civilian technical expert and provide technically sound solutions that address complex problems associated with Information Warfare (IW) systems and concepts. You will manage and assess the adequacy of deliverables from technical and scientific contractors. You will review all contract documentation related to operational and technical issues for mission objectives. You will be responsible for conducting and coordinating the review of innovative new operational concepts and applying new hypotheses and concepts to improve effectiveness and efficiency of IW operations. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Evaluating Information Warfare (IW) capability areas including: Resilient Command and Control (RC3); Precision Navigation and Timing (PNT); Meteorology and Oceanography (METOC); Cybersecurity; Intelligence, Surveillance, Reconnaissance and Targeting (ISRT); Counter-C4ISRT; and Information Operations (IO); (2) Managing and assessing the adequacy of deliverables from technical and scientific contractors; (3) Conducting and coordinating the review of innovative new operational concepts and applying new hypotheses and concepts to improve effectiveness and efficiency of IW operations; and (4) Conducting studies and assessments to inform resource allocation and/or leadership decisions. Education Basic Education Requirements: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. For more information: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1500/operations-research-series-1515/ Additional Information The Assessment Division (N81) is responsible for providing the Chief of Naval Operations (CNO), Vice Chief of Naval Operations (VCNO), and Deputy Chief of Naval Operations (DCNO) (Integration of Capabilities and Resources, (N8) with analytic capabilities to evaluate the relative effectiveness, costs and risks of alternative programs and proposals. The Division provides advice to senior Navy leadership on all programmatic and policy issues, and helps to structure the decision-making process. The Director serves the Chief of Naval Operations (CNO) as an independent assessor providing a broad-view perspective across the Navy staff apart from resource sponsors, with an integrated look at both warfighting and warfighting support programs. The Division also provides the CNO alternatives in assessing the implications imbedded within resource decisions in a quantified context of cost versus capability versus risk. The Division analyzes planning, programming and policy issues in the Navy's POM review cycle, and prepares comprehensive assessments of the Navy in all areas, collectively accounting for the entire Navy budget. The Division provides independent analytic support to Navy leadership in conjunction with various executive level decision forums. This often requires "quick turn" analysis and assessment, using previously completed studies, mission/campaign analyses as well as lower fidelity, rapid modeling to derive insights or issues regarding warfighting capability, force structure and CONOPS. This position is covered by the Department of Defense Priority Placement Program. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations. Several vacancies may be filled.
