Summary This is a Direct Hire Authority (DHA) solicitation utilizing the Business & Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This vacancy exists within the office of the PEO CS&CSS. However, the referral list generated by this announcement may be used to fill future vacancies in the PEO CS&CSS & PEO GCS, with duty location at Warren, MI and/or Selfridge, MI. Responsibilities Perform as an Operations Research Analyst in a Program/Project office participating in planning/conduct of studies relating to cost-effective selection among alternatives to meet readiness requirements. Utilize standard methods and techniques to perform such duties as gathering, researching, and evaluating cost analysis data. Manage engineering calculations, compiling statistical data, and conducting statistical tests for the organization. Provide insight and recommends changes or solutions to problems. Recommend improvements to the design or operation of systems, equipment, or processes. Prepare graphical presentations of analytical results, and reports for projects/programs Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Full performance for this position is an NH03. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. IOR (EDUCATION REQUIREMENTS): Education must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the U.S. Department of Education. A. Successfully completed all the requirements for a Degree in Operations Research. (Note: You MUST attach a copy of your transcripts showing you meet this requirement.) OR B. A degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics,economics,mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.(Note: You MUST attach a copy of your transcripts showing you meet this requirement.) In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: SPECIALIZED EXPERIENCE NH-1515-02: Your resume must describe at least one year of specialized experience equivalent to the NH-01 or (GS-4 equivalent)grade level in the Federal service which includes: 1) Performing cost benefit analysis to ensure policy compliance; 2. Preparing technical reports for a variety of uses; and 3. Presenting the results from projects/products effectiveness analysis or simulations to management and/or executives.The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-01 (or GS-14 equivalent) SPECIALIZED EXPERIENCE NH-1515-03: Your resume must describe at least one year of specialized experience equivalent to the NH-02 or (GS-11 equivalent)grade level in the Federal service which includes: 1) Developing studies and methods to support or develop life cycle analysis; 2) Conducting various cost analysis studies for estimating the cost of various systems and subsystems; 3) Evaluating accomplishments of program cost, schedule, and technical performance. Selectee must meet position requirements for (P) Business - Cost Estimating - Practitioner certification within 60 months as of entrance on duty.
