Visit us on the web at www.jobs.irs.gov Responsibilities The IRS Internal Recent Graduates Program affords a developmental opportunity to IRS employees, who have graduated within the previous 2 years from a qualifying educational institution or program. In addition, the IRS implemented the new IRS Recent Graduate Program that includes an additional year of formal development, training, networking, project teams, and may include rotational assignments. Upon successful completion of the program requirements, you will be permanently placed at the grade level within the position's career path, not higher than the full-working level of the position selected, to which you meet qualifications and time-in-grade requirements. If for any reason do not successfully complete the program you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program. Program requirements include but are not limited to: Successful completion of at least 1 to 2 years of continuous service depending on the position. Completion of at least 40 hours of interactive training. Mentorship. Demonstration of successful job performance; and Meet the qualification position standards. GS-1515-7: Participates in limited research studies and assists in defining the problems involved, formulating the overall concepts, evaluating findings, and recommending solutions. Works with the senior level analysts to select and apply simple mathematics, economics, econometrics, and/or statistics appropriate to solving operations research problems, such as the development of simple computerized mathematical resource allocation models (e.g., simulation), regression models, econometric projections, or workload selection systems. Results are often incorporated into the research of higher graded analysts. Assists in and/or performs special studies of Service operations to identify mathematical applications to improve and/or enhance existing programs. Responsibilities in conducting these studies may include determining the types of data to be collected, formulating study methodologies, recommending improvements to existing programs, assisting functional activities in the implementation of headquarters and field operational segments, and analyzing data from a variety of sources. GS-1515-9: Participates in limited research studies and assists in defining the problems involved, formulating the overall concepts, evaluating findings, and recommending solutions. Works with the senior level analysts to select and apply mathematics, economics, econometrics, and/or statistics appropriate to solving operations research problems, such as the development of computerized mathematical resource allocation models (e.g., simulation), regression models, econometric projections, or workload selection systems. Assists in and/or conducts operations research using well-established and innovative methods for identifying the probable causes of cost/workload variances and procedures for resolving variances. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. In order to qualify, you must first meet IRS Recent Graduate Program eligibility: You must have, within the previous 2 years, completed all educational requirements for a qualifying associate, bachelor, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application; -OR- Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study. Secondly, you must meet any basic requirements of the position, and the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours must have been in calculus. Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience include: GS-07: In addition to the program requirements and the basic requirements, to be eligible for this position at this grade level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrates basic professional knowledge of mathematical methods and scientific principles to assist other analysts; basic knowledge of multivariate techniques and mathematical, simulation economics, econometric and statistical operations research techniques to use in projects; skills in researching and gathering pertinent data from a variety of sources and using it to analyze routine projects. Knowledge of user-oriented computer programming languages and statistical software packages. OR you may substitute education for specialized experience as follows: One (1) year of graduate level education at an accredited college or university in operations research, mathematics, probability, statistics, management science, economics, mathematical logic, science, engineering or related field. OR Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. OR you may qualify with a combination of qualifying education and experience as described above. GS-09: In addition to the program requirements and the basic requirements, to be eligible for this position at this grade level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience utilizing basic knowledge of mathematical methods and scientific principles to accomplish studies and utilize mathematical models; conducting research and gathering pertinent data from a wide variety of sources. Knowledge of user-oriented computer programming languages and statistical software packages. OR you may substitute education for specialized experience as follows: A masters or equivalent graduate degree in operations research, mathematics, probability, statistics, management science, economics, mathematical logic, science, engineering, or related field. OR two (2) full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree in operations research, mathematics, probability, statistics, management science, economics, mathematical logic, science, engineering, or related field. OR you may qualify with a combination of qualifying graduate education and experience equivalent to the amount required. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. You MUST submit dated documentation showing completion or intended completion of all educational requirements (e.g. letter from the registrar, unofficial transcripts). An official transcript will be required if you are selected. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Tour of Duty: Day Shift, Flexible between the hours of 6:00 a.m. to 6:00 p.m. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
