Operations Supervisor
Summary This position is located within Facilities Management Service at the VA Southern Oregon Rehabilitation Center in White City, Oregon. Responsibilities The incumbent is responsible for the overall supervision and direction of the Transportation and Grounds Maintenance sections. The incumbent supervises one Pest Controller, WG-5026-9, one Gardener Work Leader, WL-5003-9, five Gardeners, WG-5003-8 and one Maintenance Mechanic, WG-4749-10. The incumbent can supervise the work of ten to twelve Turf Management Program Trainees and Work Therapy patients. Major duties include but not limited to: Responsible for ensuring work assigned to the section is completed in a timely manner and meets accepted trade standards for the nature of the work performed. Schedules and approves subordinates' leave so as to maintain adequate coverage in each trade/function. Informs management when problems or circumstances arise that prevent or make difficult the completion of work assigned to the section. Reviews all work assigned to the section and determines what tasks or operations will be required to complete the assignment. As work on a project progresses, reviews subordinate's work to determine that the proper procedures are being followed and that instructions provided in the form of blueprints, schematics, rough sketches, written specifications, etc. are being followed and the work is accomplished accordingly. Ensures all subordinates thoroughly understand the requirements of their job and receive necessary counseling and training in areas where they are deficient and they receive compliments and/or rewards when their work is of high quality, shows improvement or they come up with an innovative idea for improving the work of their section or the operation of the Domiciliary. Periodically inspects equipment and facilities scheduled for preventative maintenance so as to insure this work is being done properly. Ensures all materials, tools and equipment are treated properly when in use and when put into storage. In addition, periodically inspects equipment belonging to the section to ensure that it is safe and arranges for necessary repairs and/or replacement. By both personal example and instruction, ensures subordinates use safe procedures when performing their duties; that all tools and equipment are operated in a safe manner; that all materials are handled in such a way as to avoid unnecessary hazards and that the personal protective equipment provided is used. Keeps informed on the newer techniques, improvements and equipment developments related to the work performed by the section. Passes this information on to subordinates when appropriate. Paperwork Ensures all assigned paperwork is completed in a timely and accurate manner. Ensures all equipment and supply orders submitted by the section are fully justified and completely described. Maintains satisfactory working relationships both within the section and other sections of the Domiciliary. Ensures time and attendance records are maintained daily and necessary documentation is attached at the time of submittal. Promotes participation in such management programs as suggestion awards, safety, cost reduction and quality assurance. Actively supports and assures that subordinates support employee rights as expressed by the Civil Rights Acts of 1964, as amended and current provisions of labor-management agreements between the VA and employee organizations. Responsible for IT progress notes. Determines group and individual training needs while seeking out education resources that assists with the maintenance of licensing requirements such as pesticide applicators' permits and commercial driver's licenses. Incumbent plans and oversees the total weed control, moss control and herbicide effort. Responsible for planning and scheduling work assigned to the Transportation and Ground Maintenance sections by written and oral work orders and trip tickets, as well as routine work on facilities maintained at regularly scheduled intervals. Ability to estimate the time and manpower required to accomplish work assignments in Transportation and Grounds Maintenance. Schedules work so that the required materials, equipment and manpower are available at the time and assignment is to be performed thus avoiding, as much as possible, unnecessary delays due to shortages. Ensures work is coordinated with the requesting service and/or other services affected by the work. Ability to determine when outside services are needed to accomplish the work of the section and prepares the necessary cost estimates, specifications and documents required to obtain such services. In addition, serves as the Facilities Management Service representative responsible for ensuring the contracted work is completed as specified. Working Conditions: Work is performed indoors and outdoors, in areas where it is usually dirty, dusty and greasy; outside in bad weather; and in areas where it is hot and noisy.
