Overview ***This position is physically located in Kuwait in support of LOGCAP*** Under the general direction of the Senior Materials Manager, the Operations Supervisor is responsible for coordinating and supervising the day-to-day operations of the Material Management Department. Works in close coordination with the Warehouse Manager to provide oversight and assistance to the Central Material Warehouse, Receiving, Material Control Section, and Clothing Issue Point supervisors. Analyzes data and measures performance metrics of all the functional sections under the Material Management Department. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. Responsible for the timely submission of CDRLs and all department reporting requirements. Monitors Material Management Department’s compliance with the PWS, MMAS, and PMS. Collects and analyzes data to measure performance metrics. Works in close collaboration with the Material Control Section Supervisor in monitoring program expenditures and validating contractual requirements of every acquisition submitted by the program. Works in close collaboration with the Receiving Supervisor in ensuring all material deliveries are inspected IAW with the Property Management System and validates receipts of services prior to approval of invoices. Works in close collaboration with the Warehouse Supervisors in Camps Arifjan and Buehring in ensuring regulatory compliance and utilizing industry best leading practices for efficient inventory management. Works in close collaboration with the Warehouse Manager in collecting PMSA requirements and interacts with Government Property Administrators during performance assessments. Develops training materials and provide trainings to Material Management personnel and customers. Develops Material Management Department Functional Sections’ quality control measures to reduce/eliminate errors and improve risk mitigation. Provides customer service. Interacts with Material Management Department customers to troubleshoot discrepancies and other supply related issues. Performs other duties as required. Qualifications Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. Must be CAC eligible and/or able to obtain a Common Access Card (CAC) Must be a U.S. Citizen Must have NACI. A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License is required. Experience: 5 years of experience in Supply/Inventory Management. 2 years supervisory experience at the team level or higher. 2 years of experience evaluating operations and business functions and recommending improvements, modification and changes. Prefer experience in direct customer service communications or office or business automation Skills: Must have high level of proficiency in the use of MS Office and/or other related applications. Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources. Supervisory Responsibilities: Provides general supervision and oversight to the Material Management Department Operations Section. Working Conditions: Must be capable of working in an extreme weather condition with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well. Physical Requirements: Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
