The Work You Will Do: The Office of Water Policy and Ecosystems Restoration (OWPER) is accepting applications for two full-time Other Personal Services (OPS) Environmental Consultant positions, position numbers 37911043 and 37911048, both located at the Marjory Stoneman Douglas Building, 3900 Commonwealth Ave, Tallahassee, Florida. The selected candidate will join a multidisciplinary team utilizing knowledge of environmental sciences and grant management to assist in the development, implementation, and day-to-day management of grant agreements in the areas of water quality, advanced wastewater treatment, harmful algal bloom prevention, water supply development, and ecosystem restoration. These professional positions are non-supervisory and will collaborate with technical professionals, local government officials, academic researchers and other inter- and intra- agency partners to support advancements in preserving, restoring, and protecting the water resources of and freshwater and estuarine aquatic ecosystems within the State of Florida. Restoration initiatives are focused on improving water quality and restoring the hydrology and ecology of the Everglades ecosystem, which covers nearly 18,000 square miles from the Kissimmee Chain of Lakes to Florida Bay. The work done in this job will directly impact the state’s water quality and quantity to help sustain and restore its natural resources. In this job, you will write and manage grants and/or contracts as part of the Innovative Technologies Grant Program working with local governmental entities and water management districts, or other entities, to ensure consistency and adherence to Florida Laws and Statutes and to promote the discovery of innovative and feasible technological solutions to reduce nutrient overloading of Florida waterbodies and mitigate the effects of harmful algal blooms. Pay: $24.68 per hour Your Specific Responsibilities: These positions serve as OPS Environmental Consultants in the OWPER in Tallahassee and serves as grant managers and project managers for technical projects, particularly in the areas of water quality, innovative technologies to prevent freshwater body nutrient enrichment and harmful algal blooms, and ecosystem restoration. The selected candidate will provide technical assistance and environmental science expertise to local and state entities in the development of the Grant Agreements and Grant Work Plans as needed throughout the agreement periods. Additional responsibilities: Maintains, manages, processes and reports on the status of assigned projects from start to completion. Facilitates the grant application process and responds to queries from grant applicants. Fosters and promotes partnerships with other State and Federal agencies. Compiles, facilitates and completes the internal/external evaluation, review, approvals, and processing of technical, scientific, financial and administrative projects, Quality Assurance (QA) Project plan review, and other duties as requested. Out of town/overnight travel may be required. Participates and works effectively as a leader, facilitator, or member of program-approved teams created to facilitate the completion of tasks related to the implementation of the Innovative Technologies Program and ecosystems restoration, to improve the effectiveness of the operation of the program or to resolve process or work problems. Develops and critically analyzes implementation strategies related to the Innovative Technologies Program and ecosystems restoration. Responsible for inspections of proposed, ongoing and completed projects, as time allows, to ensure compliance with program requirements. Other duties as required. Required Knowledge, Skills, and Abilities: + Knowledge of contracting procedures and policies. + Knowledge of environmental issues and laws especially as it relates to water and ecosystem issues in Florida. + Knowledge of administrative principles and practices. + Knowledge of grant funding. + Knowledge of grant management, contract management and/or invoice processing. + Knowledge of basic management principles and practices. + Skilled in Microsoft Office applications, particularly Word and Excel. + Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices. + Ability to organize data into logical format for presentation in reports, documents and other written materials. + Ability to analyze and solve problems. + Ability to communicate effectively in writing and orally. + Ability to work independently and as part of a team. + Ability to prepare and critique technical documents. + Ability to successfully complete training for Florida Certified Contract Manager designation. + Ability to plan, organize, prioritize work assignments for successful, timely completion. + Ability to establish and maintain effective working relationships with others. + Ability to use spreadsheets to analyze information and generate reports, charts and graphs. + Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities. + Ability to evaluate and analyze data relating to grants management activities. + Travel, as required. + Ability to maintain a valid driver’s license. Required Qualifications: + Bachelor’s degree from an accredited university or college in one of the natural or physical sciences. + Any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of four years.
