PERFORMANCE EXCELLENCE ANALYST

DUTIES
As a member of the Organizational Development Team of the Florida Department of Health in Broward County, the Performance Excellence Analyst is responsible to improve the quality and efficiency of operations throughout the agency through analysis of business data and establish improvements to processes and organizational effectiveness.
This role includes the use of advanced technical skills and tools such as Office 365, Project, Visio, Publisher, SharePoint, Adobe Pro and Excel for procedures, protocols, and process mapping. This position reports to the Director of Performance Excellence and the essential duties are as follows:
Procedures and Protocols : Is responsible to provide consultation, technical assistance, & feedback to managers & staff for the writing, revision, and implementation of DOH-Broward procedures & protocols per established timeframes. Independent technical writing, composition, editing, maintenance, and refine policies and procedures of the organization within established timeframes. Establish and maintain procedure tracking database. Create corresponding process maps for procedures and protocols.
Accreditation : is responsible for documentation, training staff, attending Performance Management meetings, writing procedures and plans to maintain and meet Public Health Accreditation/Reaccreditation requirements.
Customer Service : Developing, coordinating, implementing, evaluating, & continually improving the agencies external customer service & key partner/stakeholder processes. Activities include: develops customer service training; leads the client inquiry/complaint system & other listening points; tracks resolution of the client inquiry/complaint resolution process; oversight of call system contracts; develops & implements customer service standards; coordinates survey processes & oversees analysis of business results; reviews results of customer/ client satisfaction surveys, develops recommendations jointly with managers regarding improvement cycles & monitors results.
Quality/Process Improvement : Is responsible to provide training, consultation, technical assistance, & feedback to managers & staff in the identification, development, mapping, & re-engineering of key processes & business results with action / improvement plans to close performance gaps and support policies and procedures. Analyzes & facilitates improvement cycles & improvement teams including workgroups, councils, & committees. Facilitates improvement teams. Implements the organization’s quality improvement process, provides technical assistance and consultation for programmatic plan implementation. Researches and analyzes industry best practices and benchmarks.
Strategic Planning : Assists in the organization’s strategic planning process and provides technical assistance and consultation for programmatic strategic plan implementation.
Consulting and training : Collaborates with managers & supervisors to provide consultation, technical assistance & training opportunities on local, state, & national levels. Participates in public speaking engagements to the community & other organizations as requested.
Performs additional duties as required.

MINIMUM QUALIFICATION QUESTIONS:
+ Willing to work before, during and/or beyond normal work hours or days in the event of an emergency.
+ Bachelor’s Degree or higher from an accredited college or university with a major in Public Health, Business Administration, Public Administration, English or another related field
+ Technical writing experience.
+ Experience drafting procedures and working with management to revise and implement them.
+ Experience implementing quality improvement processes.
+ Experience giving presentations in the community.
+ Experience creating process maps.
PREFERRED QUALIFICATION QUESTIONS:
+ Master’s Degree or higher from an accredited college or university with a major in Public Health, Business Administration, Public Administration, English or another related field.
+ A minimum of one year experience with data analysis.
+ A minimum of one year experience with databases.
+ A minimum of one year experience handling customer inquiries and grievances.
+ Professional experience working at the Florida Department of Health.
+ Valid driver’s license free of major infractions and access to an automobile to be utilized for work purposes and receive reimbursement for mileage.
