Requisition No: 846201 Agency: Management Services Working Title: OPS PROGRAM ADMINISTRATOR - 72901341 Pay Plan: Temp Position Number: 72901341 Salary: $50/Hourly Posting Closing Date: 02/19/2025 Total Compensation Estimator Tool (https://compcalculator.myflorida.com/) OPS E-Rate Program Administrator Division of Telecommunications State of Florida Department of Management Services This position is located in Tallahassee, FL Position Overview and Responsibilities: This position is the lead E-rate Program Administrator who provides support and assistance for the Florida E-rate program by providing technical assistance, training, and support to schools and libraries seeking to participate in the ongoing federally funded E-rate program; completing and certifying all E-rate applications which include SUNCOM services; and monitoring changes to E-rate rules, regulations and policies. Duties include program analysis and technical review. Specific duties include but are not limited to, the following: + Train and mentor the junior OPS E-Rate Program Administrator. + Manage plans and activities required to support Florida schools and libraries in concert with the E-rate program calendar. + Publish accurate and timely information online concerning key E-rate program information and program dates, procurements, and contractual resources. + Provide, timely and accurate information for schools and libraries and with federal program administrators, and service providers to ensure program participation and funding. + Provide guidance, support and training on E-rate application processes, timetables, procurements and contracts to ensure compliance with E-rate eligibility. + Participate in and encourage statewide E-rate collaboration and information exchange as well as contribute to E-rate planning framework development. + Perform analysis and review of DMS contracts used in Florida for the procurement of E-Rate eligible services. + Monitor federal policy changes and activities. + Coordinate, complete, and certify all E-rate applications including those for SUNCOM services. Respond to all USAC application review requests. Work with SUNCOM customers to determine billing preferences, file appropriate federal forms, and complete internal billing documentation. Develop a new Letter of Agency (LOA) form for each funding year. Ensure that LOA forms are collected prior to filing form 471 for funding year and submit all FCC forms required for application funding. + Report and track E-rate funding commitments. + Manage the Special Construction State Match program for schools and libraries. + Review and advise on E-rate criteria regarding procurement and contracts. + Keep current on new program rules and interpretations for the E-rate program. + Ensure documents are retained for the required period. Knowledge, Skills, and Abilities: + Ability to understand and apply laws, rules, regulations, policies and procedures. + Ability to work independently as well as with others. + Advanced skills in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Access) + Knowledge of Microsoft Applications with advanced knowledge of Excel + Ability to communicate with technical and non-technical individuals. + Strong oral and written communication skills. + Ability to establish and maintain effective working relationships with others. + Ability to provide training. + Knowledge and understanding of data transmission services, as well as internet access and internal connection technologies. + Integrity, Communication (Listening, Writing, Verbal, Interpreting) Respect, Excellence, Accountability, Teamwork, Flexibility & Empowerment. Minimum Qualifications: + Minimum of two years’ professional experience in business or related field. + Strong oral and written communication skills. + Proficiency using the Microsoft Office Suite (Word, Excel, and Outlook). + A bachelor’s degree in business or related field. Professional experience in business, administration, government/political or related field can substitute for the education.
