The Work You Will Do: The OPS Program Consultant position (37940300) is an advanced technical support position in the Division of Environmental Assessment and Restoration’s Division Office in Tallahassee. This position will serve as a project/contract manager for technical contracts and grants that support activities associated with water quality, including implementing the total maximum daily loads, basin management action plans, and other restoration programs. The position may also support the tracking of various business functions within the division. The position has the responsibility of handling various assignments and dealing with a variety of tasks and must use independent judgement and problem-solving skills to successfully accomplish the job. Pay: $31.33/hr - $40.87/hr Your Specific Responsibilities: This position is to support activities associated with implementing the state’s Total Maximum Daily Load/Watershed Management Program by serving as the project/contract manager for technical contracts and grants. This position relies on partnerships and close coordination with managers and technical staff of the Division; Department; water management districts; and local, state, regional and federal agencies. Strong interpersonal skills and an understanding of the principles of project and contract management are used to perform the following duties: Provides technical assistance in the development of the contracts, grants, and scopes of work and as needed throughout the contract or grant period. Maintains, manages, processes and reports on the status of assigned projects from start to completion. Compiles, facilitates and completes the internal/external evaluation, review, approvals, and processing of technical, scientific, financial and administrative projects, as assigned. Drafts grant agreements, grant amendments, grant change orders, and other pertinent documents during the grant period. Ensuring that the documents are accurate, inclusive of all agreement stipulations, attachments, and exhibits, and verifying they have the correct formatting. Maintains grant agreement files. Drafts contract documents, change orders, and other pertinent documents during the contract period. Coordinates review of contract/grant deliverables with technical staff throughout the Department, ensuring timelines are met. Tracks deliverables, reviews and processes invoices and payment requests in a timely manner, ensuring invoices and payment requests contain all stipulated components. Tracks payments as part of the contract or grant files. Works with staff to resolve issues. Assists with the tracking and reporting of financial information for all grants and contracts within the Division as needed. May assist with tracking other business functions of the division.
