ORAT Director
**Job Description:** **JOB DESCRIPTION:** The ORAT Director manages operational planning and readiness for airfield assets, facilities, and related functions. Responsibilities include identification of the requirements for operation and maintenance, inventory, procurement, deployment, and occupancy. The Director ensures smooth transition of facility ownership to stakeholders and documents operational requirements. Plus Collaboration with Airport Operations, Tenant Teams, Project Stakeholders, contractors, and systems integrators is essential for a coordinated program. **The ORAT Director:** + Develops and maintains relationships remotely and in person. + Trains project staff and provides career development opportunities. + Creates comprehensive transition plans for new facilities, covering maintenance, communications, finance, training, and IT. + Ensures customer satisfaction on opening day by implementing transition plans and training. + Develops and communicates Operational Concepts for new facilities to design teams. + Integrates facilities operation and maintenance requirements during the design phase. + Reviews project construction documents and coordinates ORAT timelines and construction master plan. + Establishes stakeholder working groups to develop and activate plans for new facilities. + Integrates ORAT schedules into Project Construction Master Schedules. + Forms subject matter expert teams for transition training and contingency plans. + Develops training plans for integrating new facilities with existing airport operations. + Manages ORAT programs using tools like SharePoint, Risk Registers, Issue Logs, Dashboards, Prolog, Primavera, and Microsoft Office. + Communicates with key stakeholders to ensure engagement in the ORAT program. + Reports status and progress to Program leadership regularly. + Coordinates ORAT activities with Project Management/Construction Management Teams. + Oversees teams of Operational Readiness experts in training, scheduling, stakeholder engagement, trials, mobilization, and move. **JOB QUALIFICATIONS AND EXPERIENCE** + Bachelor’s degree or higher in airport planning, aeronautical engineering, aviation management, or a related architecture/ engineering field. + Professional Engineering license preferred and PMP or equivalent certification required. + 20+ years of experience in program and/or construction management and development, with civil and utilities infrastructure experience required. + 12+ years of experience in logistics operations, planning, development, coordination, and scheduling of operational readiness activities for major airport capital programs. + Knowledge of airport/airline operations requirements highly preferred. + Knowledge of horizontal and vertical construction processes highly preferred. + Strong written, virtual, and in-person communication skills, including computer literacy. + Skilled in prioritization, multi-tasking, attention to detail, and follow-through. + Ability to present issues to management in written or oral reports, offering recommendations or corrective actions to the best interests of the client. + Ability to collaborate with clients, stakeholders, and colleagues. + Effective interaction in group settings, using judgment and discretion. + Coordination with senior and junior staff to review client deliverables. + Attention to safety and quality standards. + Ability to read and interpret data, solve problems, use math, and apply new skills. + Ability to work under deadlines and interact with staff and other organizations. + Establish and monitor performance measures for continuous improvement. + Coordinate with staff and project managers to meet contractual project requirements. + Strong understanding and proactive approach to risk management principles. **KEY RELATIONSHIPS:** + Supervision Received - Project or Program Manager + Supervision Given - Staff as assigned by Delivery Director or Program Manager + Internal Contacts - All employees on project, technical consultants, IT, Engineers, functional support staff (test and commission, integration, operations, etc.) + External Contacts - Client; Subcontractors; Stakeholders; Government Agencies **Minimum Clearance Required to Start:** Not Applicable/None Parsons is an equal opportunity employer committed to diversity in the workplace.
