Ordered Deductions Associate
Job Description The NYC Financial Information Services Agency-Office of Payroll Administration (FISA-OPA) seeks to hire an Ordered Deductions Associate to join the Ordered Deductions Unit (ODU). The unit is responsible for processing creditor garnishments, administrative wage garnishments, information subpoenas, family court deductions, national medical support notices, IRS tax levies and repayments, bankruptcy payments and higher education loan ordered deductions. The selected candidate for Ordered Deductions Associate will: - Examine, validate, and process Income Execution and Wage Withholding orders, Information Subpoenas, and other court documents by substantiating source documents, applying knowledge of departmental and legal guidelines, verify validity and accuracy propriety/legality of the orders and consult employees' payroll records to determine the extent of indebtedness and availability of wages to garnish. - Perform the required data entry into computerized systems by operating desktop terminal, transcribing information from source document, to initiate deductions, storage and data processing. Maintain accurate records to insure usability and compliance. - Process, reconcile and distribute escrow checks, funds and reports to collectors, agencies and city employees via electronic funds transfer and manual payment systems each pay date per pay cycle, in compliance with supporting orders. Must compare check related information against corresponding reports for accuracy and compliance, then submit reconciliation data for approval. - Process and calculate ordered deduction balances and/or refunds by reviewing and validating documentation to initiate accurate refund payments to eligible employees. - Reconcile collector payment checks against source documents to ensure accuracy and funding. - Process deduction checks and support documents to fund deposits. - Respond to sensitive inquiries from employees/third parties/agencies. - Perform special projects and assist with all ordered deductions processes as needed. Preferred Skills: - Detail oriented, analytical, and excellent organizational skills. Ability to work in a fast past environment, be adaptable and work under pressure. - Experience with Payroll Management System (PMS), Report Management and Distribution System (RMDS), City Human Resource Management System (CHRMS), Payroll Information Administration (Pi), Microsoft Excel. - Must currently be a City employee who is permanent in the title of Principal Administrative Associate or a comparable title Additional Information: #O-156 To Apply: Applicants may visit the Jobs NYC website: www.nyc.gov/jobs and apply to Job ID: 696446. Hours/Shift: 35 Hours/Day Shift Work Location: 5 Manhattan West, New York, NY Qualifications 1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or 2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or 3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; 4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
