OSP Project Manager - Pennsylvania

Job Summary

 

Lightpath is seeking an OSP Project Manager who will be responsible for supporting the construction of the Lightpath Fiber Network in Pennsylvania by working with the OSP management team and coordinating all design and construction efforts for the project.  The PM will work to onboard drilling contractors, work to schedule construction in the field, support preconstruction meetings with municipalities and contractors, manage a team of inspectors and a construction manager who will also be on the team.  The team will follow through the installation, splicing and testing of the fiber cables and work to turn over documentation to the customer as required.  In addition, this role will support plant maintenance and repairs on an as needed basis.

 

The OSP Project Manager is a vital part of the Lightpath team.  Lightpath has near-term plans to dramatically accelerate expansion in the Pennsylvania market and, in doing so, the construction of a new fiber network.  The OSP team is responsible for working with outside contractors to enable the rapid deployment of the fiber plant in order to enable this expansion, and the OSP PM will play a key role in this process. 

Responsibilities

 

Define and manage end-to-end project plans for the network build, from evaluation through approval, design/engineering, permitting, construction and installation. Manage the daily construction and installation of fiber network that will be constructed underground.  Working with a team that will manage the work in the field and capture install data on a daily basis. PM will be responsible for ensuring the CM and inspectors are following protocol on logging daily production into the LP GIS system through the use of tablets. Communicate effectively with all teams and individuals, internal and external, involved in the end-to-end process. Process contractor invoices as required to ensure contractors are getting paid in a timely manner.  PM will be responsible to ensure contractor invoices match production recorded in the field. Work with local City inspectors to ensure permits are being managed and closed properly.  Attend pre construction meetings with contractors and city inspectors to ensure contractors are adhering to city inspector direction.  Working with Utility companies such as MWD, Railroad companies, RID, Maricopa County Flood Control, APS, SRP and municipality water and sewer districts, etc to ensure expectations are met with locates in the field and dealing with unmarked utilities on an as needed basis Manage a team of OSP field inspectors to ensure daily reporting of progress is communicated and that schedules are being met. Ensure quality installations by contractors throughout the construction process. Working in fiber mapping GIS tools and OSP project management tools is a must. Identify roadblocks for management and identify/recommend solutions. Maintain organized trackers, records, and other data on a daily basis. Effectively forecast, track and report out on results daily/weekly. Other duties as required. Qualifications

 

High school diploma or equivalent. College degree and/or equivalent 3 to 5 years experience in similar field. Positive attitude, willingness and eagerness to learn new things, team player. Ability to understand/learn the fiber network construction process. Working computer knowledge and Microsoft Office knowledge. Understanding and interpreting fiber plant GIS maps. Must have clean driving record. Ability to pass drug test. Deep understanding of bore drilling and potholing in the ROW.

 

Additional Requirements

Requires sitting, hearing, and talking, occasional standing and walking, and infrequent bending at the waist, twisting of the upper body, kneeling, walking on uneven surfaces, squeezing and crouching.  Requires infrequent lifting and carrying of from 1-40 pounds.  Close detail work requiring visual acuity.
