LOCATION OF WORK: Division of Administration, Office of Technology Services JOB DISTINCTIONS: Differs from OTS Statewide Operations Associate 4 by the presence of moderately complex analyses for an assigned statewide information technology operations function. Differs from OTS Statewide Operations Analyst 2 by the absence of complex analyses for an assigned statewide information technology operations function. Examples of Work The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services (OTS) will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The incumbent in this position would be experienced in the contracting process in the Vendor and Provider Management area of OTS. This position works with the Division of Administration (DOA), Office of Technology Services (OTS) executive management, Agency Relationship Managers and consolidated state agencies on behalf of OTS, directly with the Office of State Procurement in the following areas, developing contracts for statewide systems and services. This position is responsible for performing highly complex functions in the areas of contract development. The functions performed include creating contracts, statements of work, TORFR’s, budgeting for projects, financing and obtaining approvals according to the Louisiana State Laws, Rules and Regulations and IT Procurement Guidelines. Job Duties 30%Participates in negotiations and develops highly complex information technology contract and amendments. Prepares highly complex task order request for responses (TORFR's) and statements of work. Develops highly complex product specifications and request for proposals relative to statewide information technology operational needs; coordinates with the Office of State Procurement in accordance with applicable laws and procedures. Analyzes highly complex information technology contracts, agreements, and licenses to ensure that expiration dates are identified in advance of termination and renewals are processed timely. 20%Provides direct or functional supervision over lower-level OTS personnel. Responsible for providing direct support to the Office of Technology Services (OTS) executive and senior management, Agency Relationship Managers, OTS customers and VPM staff for the following areas; procurement process, contracts and budget planning. 20%Conducts highly complex analyses for an assigned operational function of the Office of Technology Services in the areas of contracts, and fiscal support. 15%Supports statewide information technology operations by conducting analyses for an assigned function, providing OTS executives and business area managers with knowledge of lT procurement and contract regulations. 10%Responsible to know the Louisiana Procurement Laws, Rules and Regulations, and the IT Procurement Guidelines and policy's.
