EDUCATION AND WORK EXPERIENCE:
• 2 years experience in social work, or Homeless services or Street Outreach or a related field, 1 year in a supervisory role preferred. Other comparable experience considered.
• Experience working with individuals from a variety of backgrounds and educational levels required.
• Customer service experience.
• Critical thinking; sound judgment; and decision making.
• Skilled in working with a team, Oral and written communication skills.
• Must be highly motivated and a self-starter.

• Knowledge of trauma-informed care and crisis intervention techniques.
• Proficiency in Microsoft Office and ability to maintain accurate records and reports.

• Valid driver’s license and ability to meet TSA driving requirements.
SCOPE OF POSITION:
The Outreach Supervisor will support the Street Outreach Programs in direct operations and staffing support for multiple teams who serve Multnomah County, ensuring a priority of safe, secure, and supportive environments for participants and the staff who operate the program. This role involves supervising and mentoring shelter staff in outreach program procedures and The Salvation Army’s quality of care for participants and street engagements. The position will provide oversight and direct services traveling with the teams weekly or meeting them onsite to find solutions.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
• Knowledge of standardized but moderately complex procedures and operations requiring training and experience to be successful.
• Strong computer skills for internal digital systems. Strong written and oral communication skills.
• HMIS experience for Data entry.
• Ability to function with limited direct oversight
• Ability to complete tasks in a timely manner, prioritize multiple requests and demands
• High level of problem-solving skills to complete the days challenges
• High level of patience, Ability to function and work in a stressful environment and outside conditions
• Maintain confidentiality and privacy of Program Participants.
• Crisis intervention and non-violent mediation skills a plus.
LICENSES AND CERTIFICATIONS PREFERRED: Driver license. Trauma informed care. Assertive engagement; first aid and CPR; non-violent crisis intervention; peer support; safe driving; rent well; community warehouse escort; civil right training; bloodborne pathogens training; de-escalation training.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
STAFF SUPERVISION:
• Train, schedule, and develop teams of outreach staff ensuring all duties are accomplished across all shifts.
• Provide compassionate ongoing mentorship, support, and role modeling for staff.
• Communicate staff timesheets and leave request notifications to Program Manager.
• Ensure Outreach staff are reporting incidents and unique engagements daily and in a timely manner.
• Ensure teams are accomplishing their duties in a satisfactory manner while engaging in Outreach services.
• Uphold contract standards
OUTREACH OPERATIONS:
• Ensure Vehicles are stocked, maintained, and operational for the duties of the program.
• Sustain adequate supplies, and other resources for outreach services, request replenishment.
• Uphold policy, compliance, and contractual obligations as directed by Management.
• Provide support to clients, assisting them in their transition from homelessness to safe shelter;
• Over Communicate with Management and Staff, report activities heavily.
• Intervene in and conduct crisis intervention as needed, model an Assertive engagement and a trauma informed care model.
• Work at least 1 weekend day a Month in support of the program
RECORDKEEPING AND REPORTING:
• Maintain accurate and complete daily records and reports, submit reports as requested.
• Submit detailed engagement reports and monthly summaries to the Shelter Manager
COLLABORATION AND COMMUNITY ENGAGEMENT:
• Maintain professional relationships with service providers, volunteers, staff, government officials, and community members.
• Coordinate volunteers and intern efforts to support operations as presented.
• Collaborate with Program Manager to ensure alignment with organizational goals.
ADDITIONAL DUTIES:
• Offer client referrals and coordinate with external services to support client needs.
• Continuously learn the Shelter, government and private services available to participants.
• Ensure team maintains and stocks the Warehouse and support materials.
• Address maintenance needs or staff needs as needed and ensure compliance with safety and operational standards.
• Other duties as assigned.
PHYSICAL REQUIREMENTS:
• Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
• Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead
• Ability to operate telephone Ability to operate a desktop or laptop computer
• Ability to lift up to 50 lbs.
• Ability to access and produce information from a computer
• Ability to understand written information
• Able to drive a motor vehicle and be certified to drive with The Salvation Army.
• Works on many projects at once in a semi-open office environment with interruptions and noises from voices, telephones, printers.
• Must be able to respond quickly to emergencies.
