The Work Unit
The Prevention Services Divisionworks with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The Division is committed to the professional development, collaborative effort and sustained wellness of its workforce.

The Violence and Injury Prevention – Mental Health Promotion (VIP-MHP) Branchexists to coordinate state and local efforts toward mental health promotion, substance abuse prevention, and the prevention of death and disability in Colorado due to unintentional and intentional injuries through health policy, legislation, public awareness, and education, training, assessments, and intervention programs. The VIP-MIP Branch is aware that many kinds of injury and violence share the same systemic causes: poverty and economic instability; lack of substance use treatment and mental health services; social norms related to violence; and a lack of social connectedness that affects us all and leaves too many youths unconnected or unsafe at school. As we seek to address these crucial issues, we commit to being responsive to the reality that structural racism intensifies each of them. The VIP-MHP Branch recognizes that racism is a public health crisis and is committed to improving racial and other forms of equity through all of its programs. These systemic injustices and additional risk and protective factors are shared across many of the outcomes we address. Our work continues until all Coloradans have the opportunity to live and have healthy lives in a way that celebrates intersectional identities, including race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability, and geographic location. Collectively, we all can achieve this goal by improving racial justice and other forms of equity through our programs and practices.
The Position
This position is shared between and supports the PSD Overdose Prevention Unit and the PSD Policy Unit, supporting overdose prevention efforts in Colorado in both Units. In the Overdose Prevention Unit, this position supports two grant activities for Colorado’s Overdose Data to Action grant- Overdose Fatality Reviews and Naloxone Distribution by managing the OD2A Overdose Fatality Review Project contracts, developing scopes of work and budgets that support the establishment of Overdose Fatality Review committees, tracking grantee budget spending and maintaining grantee files, disseminating program updates and implementation needs, and providing technical assistance for naloxone distribution and overdose fatality reviews. In the PSD Policy Unit, this position provides administrative and communication support to the PSD Policy Unit related to overdose prevention which includes managing and maintaining the PSD Legislative Engagement Database, tracking legislative sessions, creating supporting communications materials for legislative reports, and ensuring reports meet statutory requirements.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only: Six (6) years of relevant experience in overdose prevention, grant administration, contract management, policy development, public health, or project management.
OR
Education and Experience:A combination of related education, graduation from an accredited college or university in p ublic health, public administration, sociology, social work, or closely-related field AND relevant experience in overdose prevention, grant administration, contract management, policy development, public health, or project management equivalent to six (6) years.
Preferred Qualifications and Essential Competencies
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
+ Knowledge of overdose prevention, overdose fatality review, and naloxone distribution.
+ Experience working with community groups, local public health agencies, and drug overdose prevention stakeholders and organizations.
+ Experience with the Colorado legislative process and familiarity with online databases that track developments in the Colorado legislature.
+ Experience with legislative tracking, coordinating legislative and policy communications across multiple programs, conducting policy research, and providing policy analysis.
+ Experience monitoring contracts and budgets.
+ Demonstrated ability to establish collaborative partnerships and effective working relationships with a variety of internal and external partners and diverse stakeholders.
+ Excellent organizational skills: the ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times.
+ Outstanding skills and abilities in verbal and written communications; ability to adapt a style to fit diverse audiences of varying technical levels and at various levels within an organization, in groups, and individual settings.
+ Demonstrated commitment to integrating equity in overdose prevention and substance use work.
