Department Summary:
The Operational Innovation and Modernization Department (N153) partners with the Mobility Air Forces and Combat Air Forces as well as MITRE’s Joint Staff and Combatant Command Division, to include the INDOPACOM Regional Operations Department, to inform warfighter requirements, modernization priorities, and new concepts. The department drives the rapid transformation of current and future USAF warfighter operations through rapid prototyping; digital engineering; mission analysis; innovative concept development, requirements development and application of enabling technologies; and operational and technical assessments through experimentation and field evaluations. With direct connections to warfighters, N153 informs technology innovation and capability analysis, as well as development and analysis of Concepts of Operation, mission threads, use cases, and operational requirements.
The OIM Department is looking for a Project Leader to head the Pacific Air Forces (PACAF) Project. The successful candidate will become an active member of the department leadership team and will have a track record of leading people, developing capabilities, critical thinking and acting innovatively and collaborating across boundaries. N153 Project Leaders will create collaborative relationships with other Project Leaders, Lab POCs and resource managers across the corporation to both establish a solid network to ensure their projects have skilled engineers to complete sponsor work and to accelerate delivery to sponsor organizations through realizing shared objectives and “bringing the corporation to bear.” All N153 work programs are in direct support of warfighting organizations for Combat Air Forces and Mobility Air Forces. N153 is currently revising our strategy to bring our warfighter perspective back to other projects across the corporation. Successful candidates will join our team and immediately begin to support the department leadership team in creating a vision and actionable strategy to enhance the warfighter perspective of all DoD projects across the corporation.
Roles & Responsibilities:
Engage directly with PACAF senior leadership to understand the Command’s challenges and priorities, establish a trusted advisor relationship and gain sponsor agreement on PACAF’s strategic outcomes.Team with the leadership of the Operational Innovation and Modernization Department, theUSINDOPACOM Regional Operations and Push to the Pacific Strategic Initiative (P2P SI) to establish project priorities that are aligned with both PACAF strategic priorities/outcomes, MITRE Air and Space Forces Center and MITRE’S P2P SI to accelerate delivery of capabilities to USINDOPACOMDevelop, shape, and execute a work program to focus on these priorities to deliver innovative solutions for significant sponsor impactLead a diverse team of engineers in conducting systems and digital engineering, and operational and technical analysis, to recommend technologies; integrate, prototype, and demonstrate new capabilities; and conduct operational assessments to inform concepts, shortfalls, and required modernization (focus areas include, but are not limited to Battle Management, Joint All Domain Command and Control, Resilient Communications, Long Range Fires, and Dynamic Logistics)Provide project direction, ensure technical quality, plan resources and staffing, and mentor staff across a wide range of disciplines/technologiesEnsure project activities, products are shared across MITRE and look for partnership opportunities to pursue shared outcomesBasic Qualifications:
Bachelor of Science with a minimum of 10 years of related experience in one of following disciplines: Engineering, Operations Research, Math, Science or a related field; or 8 years related experience and a master’s degree; or a PhD with 5 years’ experience;Technical background in one or more of the following disciplines: systems engineering; command and control; battle management; modeling, simulation and analysis; communications (Line of Sight, Beyond Line of Sight); networking, and Air Force and Joint operationsThree years prior technical management experience as a task or project leadDemonstrated ability to develop and foster trusted relationships with sponsors at a senior level to identify key technical problems and innovative approaches to solving those problemsStrong interpersonal skills as well as strong verbal and written communication skillsTrack record of collaboration across multiple organizationsDemonstrated ability to take risk and lead work with partial insights, and operate effectively autonomouslyAbility to lead a geographically distributed team to achieve impactful sponsor outcomesPossess an active Top Secret level security clearance with the ability to obtain and maintain a TS/SCI level security clearanceThis position requires a minimum of 4 days a week on-sitePreferred Qualifications:
Domain background in one or more areas of military and joint operations, combatant commands and their operations, non-kinetic operations, information operations, and other symmetric and asymmetric warfighting domainsProven ability to simultaneously lead a set of complex tasks/projects and dynamically adapt as neededM.S. in Electrical Engineering, Physics, Computer Science, Systems Engineering or equivalentFamiliarity with the United States Air Force, Pacific Air Forces and/or INDOPACOMExperience using MITRE tools (such as Clarity, MVC, Project Pages) to plan and execute MITRE tasksMilitary experience in Air Force operational and/or tactical level operationsTS/SCI ClearanceAs part of MITRE’s Push to the Pacific initiative, employees hired to this requisition may be eligible to participate in a Hawaii Rotational Incentive program. For select positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year, for up to 3 years.
