Paneling Program Specialist
Summary This position is located in the Patent Trial and Appeal Board (PTAB), Board Operations Division, Case Management Branch. PTAB conducts America Invents Act (AIA) trials, including inter partes, post-grant, and covered business method patent reviews and derivation proceedings, hears appeals from adverse examiner decisions in patent applications and reexamination proceedings, and renders decisions in interferences. Responsibilities The physical worksite for this position is located in Alexandria, Virginia. TELEWORK: This position is eligible for maximum telework eligible per agency and business unit discretion/policy. REMOTE WORK: Remote work will be considered. Prior to the start date, you may be given the opportunity to elect to work from the Alexandria headquarters, from an alternate/home location within the United States (defined as the 50 United States, the District of Columbia, and Puerto Rico), or a combination of headquarters and alternate location. Your salary/pay will be based on your selected worksite geographical location. The nature and scope of telework opportunities will be subject to the unit's telework policy and any applicable bargaining unit agreements. This role may be ideal for you if: You're adept at serving as a Paneling Program Specialist responsible for a variety of administrative and program reviews, analyses, operations, and management advisory services in support of proceedings. You research and investigate new or improved business and management practices for application to a complex business unit program. You're skilled at managing complex data to develop analyses and reports for use by PTAB management and senior leadership. You're experienced in performing analytical and logistical planning associated with proposing and establishing Administrative Judge (APJ) panels. You're proficient at compiling and analyzing routine and ad hoc performance, case management, production metrics, and pendency reports that may be directly or indirectly related to a business unit program. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12. Specialized experience for this position is defined as: Experience in working with projects and studies which require analysis of interrelated issues of effectiveness, efficiency, and productivity of a complex business unit program or similar. Experience in developing detailed plans, goals, and objectives for short- and long-range implementation and administration of the program and developing means and methodology for ensuring program effectiveness. Experience in applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of a complex program planning, logistics, effectiveness and associated, complex management processes and systems. Experience in managing a workload that has a statutory suspense, and providing a variety of administrative and program reviews, analyses, operations, and management advisory services in support of a court proceedings or similar administrative proceedings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education substitution for education at this grade level.
