Contributory Retirement Appeal Board

Attorney General Andrea Joy Campbell is looking for a highly motivated person to join her team to provide paralegal support to the Contributory Retirement Appeal Board (CRAB).

CRAB reviews appeals arising under G.L. c. 32, the retirement law applicable to public employees within the Commonwealth. The CRAB board consists of an Assistant Attorney General, who acts as the chair, and three additional members, including a designee of the Public Employee Retirement Administration Commission, a designee of the commissioner of public health, and an appointee of the governor. Cases are appealed to CRAB after initial consideration and decision by an administrative magistrate of the Division of Administrative Law Appeals (DALA), who holds an evidentiary hearing and makes findings of fact and rulings of law. CRAB conducts its review based on the record of proceedings before DALA.

Primary Duties: The Paralegal will provide critical administrative and legal support to CRAB. The Paralegal’s principal responsibilities for CRAB are to acknowledge all new CRAB appeals, log all party submissions into CRAB’s internal tracking system, receive and disseminate retirement decisions from DALA, mail and disseminate CRAB decisions and orders, and circulate key documents to CRAB’s Chair and principal partners; maintain CRAB’s calendar of all deadlines and events, notify parties, and update case dockets, accordingly; review party submissions for compliance with CRAB’s procedural standing orders and issue notices rejecting nonconforming submissions; organize case and research files; provide support and assistance to the Chair in preparation for board meetings; help draft, based on templates, various procedural and scheduling orders, and notify parties of such orders; respond to inquiries from litigants and draft responses to party correspondence; compile CRAB records for filing in Superior Court; summarize key documents, when needed, such as lengthy medical records or the main issues being litigated by parties; perform legal research and monitor legislation relating to the retirement laws; and respond to public records requests.

The Paralegal will have frequent contact with party litigants, DALA representatives, and Assistant Attorneys General of the Constitutional and Administrative Law Division (CADLAW), handle critical and confidential materials, and help ensure the highest level of professionalism at CRAB. CRAB is a very active work environment that requires the ability to work on a range of complex matters.

Position Type: Full-Time/Non-Exempt – Our current hybrid model includes some remote workdays for most positions.

Salary: $50,245

Applicants must have experience with, or the ability to quickly learn, case management software and Microsoft Office programs.
