The primary purpose of this position is: To support the National Guard Special Victims' Counsel (SVC) Program as a Regional Special Victims' Counsel Paralegal by providing legal assistance and support to attorneys who represent crime victims in the most complex, often precedential, military courts martial and administrative military proceedings Responsibilities Provides assistance and support to attorneys representing T10, T32, and dependent child and adult victims of sexrelated crimes and domestic violence through all phases of reporting, investigation, and command response, including administrative matters, military justice, and issues of reprisal or retaliation. Accomplish administrative tasks of case management, maintain training requirements, and legal assistance administration Provides training and outreach. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes In-depth knowledge of various Federal and State laws governing or impacting victim rights that are applicable to the SVC mission as well as keeping knowledgeable as to significant national and local developments in the field. Keen knowledge of legal reference sources in agency policy, directives, and issuances, computerized reference sources, court and/or administrative decisions, precedents, and commercial legal publications/databases sufficient to perform extensive legal research into the legislative history, precedent cases, decisions, and opinions that may be applicable; to interpret, explain, and present, orally or in writing, relevant findings and conclusions using appropriate language, legal reasoning, and organization of facts and ideas; and to assist in case preparation OR EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree OR have completed two (3) full years of progressively higher level graduate education leading to such a degree OR have a LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applicable law pertaining to the specialized areas of legal practice dealing with sexual assault, domestic violence, and sexual harassment in order to provide education to command and management. Sufficient knowledge of federal, state, and local law, as it affects the private individual, to provide personal legal assistance to eligible beneficiaries across the typical range of the NG SVC practice. Knowledge of the Uniform Code of Military Justice, the Manual for Courts-Martial, the Rules for Court- Martial, the Military Rules of Evidence, DA-PAM 27-9 (Military Judge's Bench book), and other legal references relating to the military justice process. Remain versed in all statutes, directives, instructions, and procedures that impact the National Guard, Army, and Air Force SAPR programs. Knowledge of the Sexual Assault Prevention and Response program and victims' rights, including need for sensitivity and confidentiality in sexual assault cases AND knowledge of military justice practice and procedure, including trial practice and procedures AND knowledge of providing instruction to course or conference attendees in policy, programs, and military justice issues related to sexual assault, domestic violence, and sexual harassment. Knowledge of DoD, National Guard, Army and Air Force organizations, functions, authorities, and lines of command. Knowledge must cut across the entire spectrum of DoD, National Guard, Army and Air Force programs, operations, and management AND skill in performing legal research using electronic and traditional methods. Skill in recognizing and analyzing key legal issues in a factual situation and applying well-reasoned analysis to reach clear, concise conclusions. Skill in communicating complex legal issues clearly, concisely, and effectively, both orally and in writing AND ability to analyze fact-patterns to identify relevant issues, to analyze evidence, and to draw sound conclusions to make appropriate recommendations. Ability to research legal issues, analyze complex factual situations in light of general legal principles and the results of research and prepare legal opinions. Ability to work independently with minimal supervision and guidance to meet established schedules for ongoing projects and short-notice suspense's AND ability to communicate effectively with a diverse group of individuals, in and outside the legal profession, both orally and in writing, in both formal and informal settings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
