Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Park Ranger. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment. This is an OPEN CONTINIOUS ANNOUNCEMENT and will remain open until February 23, 2025. The first cut-off date for referral is March 16, 2024. Applications will be accepted on an ongoing basis and referrals will be pulled as needed. Duty Location: Elk Creek CA Responsibilities -Serves as a seasonal Park Ranger assisting the ranger staff with the routine day-to-day duties required to operate and maintain the Stony Gorge Reservoir and East Park Reservoir recreational areas. -Performs a variety of public contact work, including informing and explaining basic rules and regulations to visitors concerning safety, fire prevention, resource protection, recreational use, and visitor protection. -Uses tact and diplomacy to give visitors a clear, concise explanation of policy, thereby obtaining cooperation and compliance. -Traverses Project lands and waters by vehicle, boat, and on foot to guard against fire hazards, trespass, unsafe actions, or conditions. -Reports accidents, vandalism, and unauthorized users to proper authorities; evaluate potential health, safety and environmental hazards and documents when appropriate; and observes and corrects unsafe actions and/or conditions. -Cooperates with local and state law enforcement agencies and emergency response agencies to insure the protection of the visiting public and Government property. -Administers first aid or other emergency assistance as deemed appropriate. -Collects and records recreation resource use data for later compilation and assessment. -Performs routine cleanup and maintenance duties, such as, litter and trash collection, restroom cleaning and supply, planting and/or watering trees, planting ground cover in eroded areas, removing debris and cleaning fire rings moving tables, building signs, resource protection, weed abatement. -Assists in project maintenance activities such as building/maintaining trails, repairing picnic tables, repairing fences and barrier systems etc. Operates such equipment as required. -May assist in repair and maintenance of Reclamation-owned facilities, structures, and equipment. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. You must be suitable for federal employment, determined by a background investigation. You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position. You will be required to wear the Reclamation issued uniform while working. You will be required to obtain a successful pre-employment physical examination by a licensed physician certifying your ability to perform the duties of this position. A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency. Must possess or be able to acquire first aid, cardiopulmonary resuscitation, and blood-borne pathogen training. Required to work weekends and holidays and be available to work nights. Required to attend and pass Interior Motorboat Operator course to achieve certification watercraft operation. Ranger must be able to swim to attend/pass motorboat operator course and pass a basic water safety/rescue course. Duties require work on boats and in or near water. Ranger must be able to self-rescue and participate in water rescue. Work may require participation in emergency search and rescue operations. Required to work in adverse weather conditions. Qualifications In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. General experience at GS-04 is defined as experience in administrative, professional, technical, investigative, or other responsible work that provided a familiarity with natural or cultural history; fish or wildlife habitat characteristics; techniques of resource protection and use; recreational use of public lands and facilities; enforcement of laws, rules, or regulations; fire prevention techniques and fire suppression method; or the practice of interpersonal relations skills in dealing with the general public. Experience in substantive and relevant secretarial, clerical or trades and crafts work is also qualifying if pertinent to the position to be filled. Experience of a routine nature, such as typing, filing, maintaining records or other non-specialized tasks is not qualifying. OR Education: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. Related course work is course work in natural resource management, natural sciences, earth science, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages. You may combine general and/or specialized experience and education to meet the minimum qualifications. Specialized Experience is defined as experience that demonstrated the knowledge, skills and abilities necessary to perform successfully the duties of the position to be filled. Experience may have been in technical, administrative, or scientific work, fish and wildlife management, recreation management, or other park-related work. Examples of qualifying specialized experience include, but are not limited to the following: Park guide or tour leader work; law enforcement or investigative work; archeological or historical preservation research work; forestry and /or fire management work in a park, recreation or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations. These examples are not all inclusive. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 02/23/2025. Education This vacancy announcement allows substituting education for experience at the GS-04 grade level. This is a Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment but does not provide employment on a full year-round basis. As such, you will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. You are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment.
