One can even say the park system is an essential thread of the community’s quality of life. The greenspaces along Eugene’s transportation system include over 50,000 street trees, 200 medians, and 500 vegetated stormwater quality facilities which are part of and maintained by the Parks and Open Space Division. Our division is currently seeking individual(s) to fill entry-level park specialist position(s) who are interested in an exciting career opportunity working outdoors, advancing clean water initiatives, and reducing environmental impacts to the urban landscape while keeping our greenspaces safe, clean and green. The primary duties of this position will perform routine landscape maintenance tasks including pruning, mulching, irrigation, litter, and debris pick-up within the public right of way. Must have the ability to perform strenuous manual work under varying weather conditions. Successful candidate(s) must demonstrate positive attitude, customer service, compassion, and dependability in their daily performance of this work. After an employee has successfully completed all rotations and demonstrated basic proficiency levels in each skill area, an employee's position will be eligible to flex to the semi-skilled/skilled Park Specialist 2 level. Limited Duration (LD) Opportunity: + Open to the public and full-time, part-time, LD, Recreation Activity Employee City of Eugene employees. + This LD position could last up to 24 months per business need.? + LD employees have many of the same benefits as regular AFSCME employees, with some exceptions due to the limited length of employment. + If you are currently an employee, you will not have rights back to your current position. + Employees hired into LD positions will be members of the AFSCME bargaining unit and covered by the contract except for the items outlined below. + The salary schedule for LD employees is the same as used for regular AFSCME employees. Examples of Duties Performed - Duties may include but are not limited to the following **Please note: actual assigned duties will depend on the skill level of the employee** Primary Job Duties Include: These work programs typically work in the public way maintaining vegetation. Maintains specialty landscape planting areas including medians. Maintains public rain gardens, grassy swales, stormwater planters and detention ponds for conveyance of stormwater and removal of pollutants and sediment. Examples of duties include pruning and vegetation removal, mowing turf, weeding, tree work, litter and debris removal, illicit activity and graffiti abatement, irrigation and sprinkler repair and adjustments, and setting up and maintaining safe work zones in the right of way. Works independently or in a team situation. Works in conjunction with Eugene Police and other various City departments, adjacent property owners, citizens, and various contractors. Documents work using a variety of software programs like Microsoft, Peoplesoft, ArcGIS Online and proprietary Maintenance Management Software. Acts in capacity of Park Specialist 3 as assigned. May direct the work of seasonal employees. Other duties may include: Natural Area Operations duties: Maintains natural areas and open space areas such as wetlands, waterways, natural and undeveloped park lands, and the ridgeline trail system. Examples of duties include vegetation removal and channel clearing, mowing, weeding, trail maintenance, tree work and illicit activities. Park infrastructure and janitorial duties: Maintains and repairs park fixtures such as benches, tables, play structures and surfaces, signs, and trash cans; responsible for cleaning park restrooms and amenities and illicit activities. Landscape management duties: Maintains planting areas in and around City parks, facilities, specialty right of way landscapes, and floral gardens. Examples of duties include: weeding, mulching, planting, pruning, brush chipping, traffic control and work zone setup, illicit activities and litter pick up. Turf management duties: Maintains the developed parks' turf and irrigation systems, sports fields, medians and floral gardens. Examples of duties include: mowing, edging, blowing, sprinkler adjustments and minor repairs, sports fields layout and marking, and garbage and litter patrol. Tree maintenance duties: Assists with maintaining trees in the City's right-of-way areas; responds to service requests and hazardous trees and limbs. Example of duties include: brush chipping, traffic flagging, raking limbs, and assisting with trimming trees. Emergency storm response duties: Operate 5- or 10-yard dump trucks, cutting, hauling, and/or chipping tree limbs in the right-of-way, operate snow plow, snow removal on walks and paths, traffic flagging, and tree felling. May be asked to work extended night and weekend shifts in emergencies. Perform additional duties as assigned. A typical way to obtain the knowledge and abilities would be: Experience: One year manual work in grounds keeping, parks and/or natural area maintenance or building maintenance. License or Certificate: Valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355). Ability to obtain, and maintain, a valid Oregon State Class "A" commercial driver's license with appropriate endorsements within one year of hire date. Valid Flagger Certification, or ability to obtain within 6 months of hire. May require Pesticide Applicator License - Ornamentals and Turf, Herbicide Certification. May require additional technical and/or specialized certification(s) to perform the assigned duties. The Ideal Candidate will possess the following knowledge, skills, and abilities: Knowledge of: Landscape and grounds maintenance principles, practices, supplies, materials, and equipment. Equipment and practices involved in park grounds, wetlands, landscape or building maintenance. Basic principles and practices of horticulture. Basic principles of natural area maintenance. Safety rules and identification of safety hazards. Ability to: Perform manual parks-maintenance related duties in areas of assignment. Safely operate vehicles, trailers, and other specialized equipment involved in parks maintenance. Work independently, or as part of a crew. Provide excellent customer service. Follow oral and written instructions. Select, propagate, and care for plants. Plan, assign, lead, train, and review work of seasonal employees. Perform limited mechanical, plumbing, painting, and carpentry repairs. Read maps and construction drawings. Learn new tasks and equipment operations as required. Perform strenuous physical work outdoors in varying weather conditions, sometimes in confined spaces and uncomfortable conditions. Identify hazards and perform all work to established safety practices. Provide and wear personal protective equipment as required. Communicate effectively and courteously with City employees to establish effective working relationships. Utilize various kinds of mobile and desktop software to find, track, and organize information. Be available and respond to emergency call-backs as necessary. Communicate and respectfully interact with members of the public to answer questions, inform them of rule violations and to gain voluntary compliance, and improve user experience. Use computers for time and task tracking, email, etc. Maintain accurate records. Supplemental Information Physical Requirements/Working Conditions Work is typically performed outdoors in field environment with exposure to all weather conditions including travel from site to site and indoors within various building facilities. May be exposed to sharp objects/needle sticks, insect/dog bites, moving objects/vehicles, dust/noise/vibration, hostile people, smoke/fumes/odors, gasses, cramped quarters, inclement weather conditions, slippery surfaces, toxic/caustic chemicals, and biological waste. Use and operation of City vehicle, variety of hand/power tools, backpack blowers, pressure washers, chain saws, hoses, irrigation equipment, mowers, carts, gators, sweeper, equipment trailers, tractors, backhoe, and dump truck. As needed will be required to wear respirator, goggles, face shield, safety shoes, gloves, rain gear, hearing protection, dust mask, hard hat, and other PPE equipment as needed.
