Nature of Work
The role of a Technician with the Parks Department in Bellingham would offer a chance to contribute to enhancing public spaces and creating a stronger, greener community. If you're someone who enjoys hands-on work, construction, and maintenance, it could be a great fit.
Performs a variety of skilled technical duties and physical labor associated with the repair, maintenance, construction and installation of parks structures and surfaces. Assists with the repair, maintenance and installation of various water systems and electrical/mechanical systems through the performance of general construction and equipment operation. Maintains records as required by City policy, state and local laws. Works collaboratively with other teams within the Park Operations Division and staff from other City departments to meet program goals and objectives.
SALARY AND BENEFITS:
This position will start at Step 1 ($30.54/hour). Employees receive step increases annually in accordance with the Guild of Pacific Northwest Employees, Local 1937 Collective Bargaining Agreement (https://cob.org/about/employment/labor-agreements-pay-schedule) and City policy. The full hourly range for this position is $30.54 - $37.39. For internal candidates, placement within the range is based on City Pay Placement Procedures.

Leave accruals are based on 1.0 FTE, accruals are pro-rated if part-time and require employees to be in paid status at least 120 hours/month.

ESSENTIAL FUNCTIONS:
+ Performs repair, alteration and installation work to park buildings, structures, and equipment involving carpentry, concrete work, roofing, painting, masonry and other trades utilizing manual skills.
+ Assists in the repair, renovation, maintenance and new construction work of plumbing, sewer and drainage systems.
+ Assists in the repair, maintenance and new installation of various mechanical and electrical systems.
+ Inspects park structures such as bridges, stairways, buildings, shelters, docks and boardwalks. Reports property and storm damage and vandalism to the supervisor on an Incident/Intentional Damage form. Inspects condition of structures and provides input on methods, materials and timelines required for repair, renovation or replacement.
+ Operates specialized power-driven equipment such as table saw, radial arm saw, skill saw, chain saw, planer and specialized test equipment. Operates air compressor and jackhammer.
+ Operates a variety of automotive equipment including dump trucks, flatbed trucks and pickup trucks to transport equipment and materials. Operates backhoe tractor and other types of tractors with implements as assigned.
+ Under the direction of a Park Specialist, makes on-site assessment of conditions and circumstances or pre-assigned projects and determines resources needed, including equipment supplies and materials.
+ Maintains necessary tools by cleaning, performing routine maintenance and assuring proper storage.
+ Serves as lead worker to Park Worker, Extra Labor and other seasonal personnel as assigned. Provides training, technical guidance and day-to-day direction. Provides performance feedback to supervisor.
+ Completes required reports for area of assignment.
ADDITIONAL WORK PERFORMED:
+ Performs other related work within the scope of the classification as assigned.
WORKING ENVIRONMENT:
Work is performed primarily outdoors in all weather conditions on irregular and uneven terrain and at all heights and angles above or at ground level when working on or in structures or equipment. Occasional work indoors at a desk or computer to attend meetings, training or paperwork. Frequent exposure to moderate risk on construction sites, which requires employees to follow established safety policies and procedures. Depending on the project or assignment, may be required to use appropriate safety equipment, wear a variety of protective high visibility clothing, rain gear, safety boots, safety glasses and gloves.
Physical abilities to perform the essential functions of the job, including:
+ Frequently communicate accurate information and ideas to others;
+ Frequently operate hand and power tools safely;
+ Frequently operate heavy equipment;
+ Frequently work from heights above ground of up to 40 feet;
+ Frequently lift equipment and materials of up to 50 lbs. and transport objects weighing up to 100 pounds.
Experience and Training
+ Minimum of two years of apprentice-level experience in at least one area of the construction trades such as, carpentry, concrete work, plumbing or electrical.
+ Two years of coursework or related training in construction management/technology or a related field may be substituted for one-year of required experience in a construction trade.
+ Experience in operating a backhoe tractor, front-end loader or related equipment required.
+ Previous work experience in a construction environment preferred.
Necessary Special Requirements
+ Employment contingent upon passing a criminal background check and child and adult abuse records check.
+ Valid Washington State driver’s license and good driving record. Must submit a three-year driving abstract prior to hire.
+ Verification of ability to work in the United States by date of hire.
+ Must secure and maintain a flagging and traffic control certification within 12 months of hire.
+ Must secure and maintain a valid First Aid and CPR certification within 12 months of hire.

+ The top ten (10) scoring applicants from the Experience and Training Rating will be invited to participate in an Oral Board Interview, tentatively scheduled for the week of March 31, 2025 . Applicants must have a passing score of 60% or higher to be placed on the eligibility register.
+ Applicants will be notified via email of Final Scores & Ranks. The final ranking of the register will be based on total scores for the following Experience and Training Rating (40%) and Oral Board Interview (60%).
Final candidates will be referred to the department for additional examination, assessment, or test.

Civil Service Information
This position is subject to the Bellingham Civil Service Commission. When a vacancy occurs, the top fifteen candidates or the top 25% of the register will be forwarded to the department for further consideration.
