The Parking Services Specialist will patrol all parking areas owned or controlled by Missouri State University, enforce University parking regulations, and Springfield municipal parking regulations. The position conducts regular vehicular and foot patrols, issues parking citations, immobilizes vehicles, and has vehicles towed from campus. The Parking Services Specialist directs traffic, provides directions and information, and answers questions about parking on campus. The Parking Services Specialist is instrumental in parking on campus by ensuring parking is available to the individuals designated to park in an area, parking meters are functioning, and having positive interaction with students, faculty, staff, and guests.

Description of Primary Duties ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Monitors parking campus by regularly traveling through assigned areas on foot, or in a vehicle, observing for unauthorized personnel or activities, enforcing University rules, regulations and policies, and reporting violations to the appropriate authority.

2. Enforces University parking and bicycle regulations by being knowledgeable of the regulations, advising faculty, students, staff, and visitors about the regulations, issuing warnings and citations, applying wheel immobilization devices, arranging for vehicles to be towed, and securing and issuing violation notices for bicycles, rendering assistance during traffic accidents.

3. Assists with directing traffic and providing traffic control for minor accidents, parades, and other special events as required.

4. Promotes an awareness of parking issues by talking to students, faculty, staff, and others, distributing informational materials regarding parking during normal duties, and conducting presentations or training as scheduled by the Manager, Transportation Services.

5. Promotes a positive image of the University by providing directions and information to students, faculty, staff, and visitors to campus regarding campus locations, facilities, activities, regulations and rendering such assistance as requested within capability to provide (e.g. battery jumps for dead car batteries, use of telephone, etc.).

6. Responds to parking complaints, interacts professionally with complainants and those in violation to address the violation, provides information on available resources, assists law enforcement as requested, thoroughly, accurately, and professionally documents incidents, and makes timely reports of campus complaints, and other daily activities.

7. Thoroughly, accurately, and professionally documents all complaints, daily activities, and incidents and submits the information to the appropriate individual(s).

8. Remains competent and current through self-directed professional reading, attending professional development courses, and attending training and/or courses required.

9. Contributes to the overall success and morale of the Office of University Safety by adhering to the Office of University Safety Standard Operating Procedures manual and performing all other duties and responsibilities as assigned in a professional manner.

Minimum Acceptable Qualifications Education: A high school diploma or the equivalent is required.

Experience: With a high school diploma, at least two years of work experience is required; experience in positions involving customer service, parking, traffic control, or related fields is preferred.

Skills: Effective verbal and written communication skills are required. The ability to make accurate observations and write detailed reports is required. Excellent interpersonal skills are required. The ability to work without constant supervision and within a framework of specific guidelines is required. Knowledge of methods and procedures related to parking activities, including issuing citations on a mobile device, coin operated meters, multi-space meters and traffic control is required. Computer literacy is required. The ability to, make accurate observations, document violations with photographs, and document details of situations, and learn, understand, and apply policies, laws, rules, ordinances, and regulations to individual circumstances is required. The ability to learn to operate the full range of department vehicles, develop knowledge of campus parking areas and geography, and work effectively as a team member and individual is required.

Certification and Training: A valid driver’s license is required. Parking Services Specialists will successfully complete a Campus Parking orientation training prior to being assigned to a shift.

Effort: The position requires extended periods of standing, the ability to move quickly throughout campus parking lots, garages and between vehicles. The ability to lift and carry equipment weighing up to fifty (50) pounds is required. This position occasionally works in confined spaces and at heights. Work is performed primarily out-of-doors, in varied weather conditions.

Other: The scope of the position may require nighttime, holiday, and/or weekend work. Overtime may be required to meet the staffing needs of the department.
