The Department of Finance provides centralized structure and support for the City of Norfolk’s financial operations, to include: financial reporting; debt and cash management; payroll; procurement; risk management; financial system administration and support; accounts payable; collections; and retirement. Finance’s Payroll Division is responsible for the timely and accurate processing of salaries, wages, and retirement system benefit payments for over 5,000 City employees and 4,000 retirement beneficiaries. The Payroll Division is also responsible for the processing, maintenance and integrity of data related to the management of timekeeping and absences. The Payroll Analyst, under direction of the Payroll Manager, assists in the preparation, maintenance, processing, analysis, and auditing of both manual and automated payroll data, ensuring the accuracy and completeness of payroll transactions. Assist in developing specialized payroll queries to analyze and resolve payroll issues, for payroll metrics, public records requests, and to meet external audit requirements as requested. Responsible for ensuring payroll records are accurate and maintain a clear audit trail within the payroll system. Conduct extensive research on problems, analyze, diagram, and prepare written or oral recommendations to evaluate and develop various payroll strategies and assist with identifying upstream challenges affecting payroll processes and viable suggestions and solutions to enhance overall performance. Essential Functions + Assists in the preparation, maintenance, processing, analysis, and auditing of both manual and automated payroll data and other duties as assigned. + Develop specialized payroll queries to analyze and resolve payroll issues. + Assist with calculations of payroll adjustments, evaluate and audit employees’ leave entitlement balances, and analyze data related to employees on workers' compensation, short-term disability, and other related matters. + Communicates effectively, provides guidance, and resolves payroll related issues and questions from departmental personnel and employees. + Assists with testing and validating new payroll system enhancements and functions as required. + Drafts detailed reports on payroll processing procedures and operational rules and update and maintain functional documentation and payroll manuals as required + Assists with developing payroll system training documents and materials for end users, departmental personnel and employees. + Demonstrates ability to multi-task and meet deadlines. Education/Experience + Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelor’s degree or equivalent. Required: + Minimum of four (4) years of experience with computer applications related to payroll processing, auditing, and problem solving, including familiarity with general data processing terminology and capabilities. Additional Information & Requirements + Preferred certification as a Certified Payroll Professional (CPP) or the ability to obtain this designation within one (1) year of hire.
