Payroll Analyst II
GENERAL PURPOSE: Maintains responsibility for the audit and data integrity of payroll information, resolving discrepancies, initiating and managing process improvements, and serving as backup support to the Payroll Processing Supervisor. Performs data analytics and leads special projects to drive payroll improvements and integrations, and participates in all process improvement initiatives. Oversees internal controls, data processing, other reporting issues, and day-to-day payroll analytical functions as assigned. **RESPONSIBILITIES:** 1. Acts as the primary backup for the Payroll Processing Supervisor and assists with processing the university¿s payroll for the biweekly hourly, monthly, and semi-monthly payrolls. Analyzes payroll practices for compliance and process improvements for efficiency and productivity. 2. As needed, provide support to the payroll manager and relevant units with research and projects related to Payroll tax and accounting matters. Maintains the out-of-state list and ensures all out-of-state employees are properly taxed by applying the university procedures and policies. Analyze and initiate all payments related to payroll to various government agencies using UR financials. 3. Coordinates the annual NYS abandoned property process following state regulations for abandoned property and the treatment of such items. Creates, implements, monitors, modifies, and enforces operating procedures and internal control processes consistent with the Payroll overpayment policy to ensure reasonable efforts are undertaken to collect overpayments from current and former employees in compliance with the university¿s legal obligationsDevelops audit tools supporting the payroll process, identifying vulnerabilities and continuous improvement opportunities. Evaluate functional work requirements and recommend solutions for automating and enhancing payroll processes.Recommends and/or modifies based upon changes to applicable laws and regulations, technology, and use of LEAN principals 4. Investigates errors/discrepancies with payroll production queries. Resolves discrepancies, identify corrective actions, and communicates required actions to the Payroll Specialist. Guide employees, supervisors, and managers regarding payroll practices, regulations, policies, procedures, and timekeeping requirements. May conduct instructional/information sessions with timekeepers, supervisors, faculty, and staff on payroll-related matters. 5. Leads year-end processing, including developing year-end calendars and preparing and processing W-2s and fellowship/scholarship tax information for all university employees and students. Coordinates process with HRMS, Mail Services, and Xerox Copy Center. 6. Develops reporting solutions to support the Payroll department. Design and generate regular reports using data analytics. Collaborates with the payroll manager and supervisor to understand their reporting needs and customize reports accordingly. Ensures the accuracy and integrity of data used in reports by implementing quality control measures and data validation processes. Develops and maintains documentation for reporting procedures, including data sources, methodologies, and report generation schedules. **QUALIFICATIONS:** + Bachelor¿s degree with concentration in accounting, finance or business required. + 2 years of related experience required. + Or equivalent combination of education and experience. + Knowledge of payroll practices, human resources information systems, accounting functions, and government regulations required. + Strong communication skills required. + Strong attention to detail required.
