As the Payroll Manager for Nightwing, you will play a critical role in managing, analyzing, and optimizing our payroll systems and labor reporting processes. The position demands expertise in payroll compliance, meticulous attention to detail, and the ability to adapt to evolving regulatory requirements. The successful candidate will collaborate with multiple departments to ensure the accuracy, timeliness, and efficiency of our payroll operations. This role reports directly to the Director of the Accounting Service Center.

Duties and Responsibilities:

Oversee and manage the entire payroll function, ensuring compliance with federal, state, and local regulations.

Ensure all payroll transactions are processed accurately and timely, including salaries, benefits, deductions, taxes, and other withholdings.

Manage and verify employee timesheets, ensuring data integrity and adherence to company policies.

Coordinate with the HR department to maintain accurate employee records, including new hires, terminations, and changes in employee status.

Prepare and maintain payroll records and reports, ensuring data accuracy and compliance with internal and external audits.

Analyze and interpret payroll data, generating reports for management review and decision-making.

Stay current with changes in payroll laws and regulations, ensuring the company's payroll practices remain compliant.

Manage relationships with payroll service providers and software vendors to ensure optimal service and support.

Train and supervise payroll staff, providing guidance and support to ensure high performance and development.

Develop and implement strategies for managing and improving labor reporting processes, ensuring accurate tracking of employee work hours and project allocations. Monitor and enforce adherence to timesheet submission deadlines, addressing any issues or discrepancies as they arise.

Required Skills:

Minimum of 5 years of experience in payroll and timesheet management, preferably within a government contracting environment.

Comprehensive knowledge of federal, state, and local payroll regulations and compliance requirements.

Strong analytical skills, with the ability to interpret complex payroll data and generate actionable insights.

Excellent organizational skills, with a keen eye for detail and the ability to manage multiple priorities.

Effective communication skills, with the ability to interact professionally with employees at all levels of the organization.

Proficient knowledge of US GAAP.

US Citizenship

Desired Skills:

Knowledge of cost accounting standards (CAS) and federal acquisition regulations (FAR).

Certified Payroll Professional (CPP) designation

Proficiency with ADP Workforce Now, Deltek Costpoint, and Emburse Expense tool or similar platforms

Familiarity with international travel policies and regulations.

Educational Requirements:

Requires broad management and leadership knowledge to lead project teams.

Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
