+ **_Commencement: March 2025_** + **_Long term role, based in Port Moresby, Papua New Guinea_** + **_Open to PNG Citizens ONLY_** **About the Program** The Australia PNG Economic Partnership (APEP) known as “The Partnership” is a new multi-sectoral investment to assist GoPNG to create a stable and more prosperous country. The investment will be the main vehicle and coordination point from which Australia will deliver its economic development aid to PNG and will be the primary vehicle to implement Comprehensive Strategic and Economic Partnership (CSEP). The Australian Government is committed to delivering The Partnership in accordance with the principles of integration and alignment with PNG’s economic sector policies, systems and processes. “The Partnership” will contribute to the achievement of the following overarching goal: a resilient and diversified economy that provides a high quality of life for all Papua New Guineans. The Partnership overarching policy objective is: to assist PNG in its efforts to achieve sustained growth, capable of lifting the standard of living of all citizens, while also ensuring Australia maintains its reputation as PNG’s economic partner of choice. The Partnership is a multi-sector investment with gender equality, disability social inclusion (GEDSI) and women’s economic empowerment (WEE), climate as well as economic dialogue and open government, positioned as cross-cutting objectives working across all engagement areas. It has five End of Program Outcomes (EOPOs) that are expected to be achieved: + EOPO 1 - Safeguarding Macroeconomic Stability + EOPO 2 - Strengthening Public Financial Management for Improved Service Delivery and Inclusive Growth + EOPO 3 - Supporting More Efficient and Inclusive Markets + EOPO 4 - Fostering Inclusive Growth and Expanded Livelihoods + EOPO 5 - Catalysing Economic Research and Dialogue **About the Opportunity** The Payroll Officer is responsible for overseeing payroll processes to ensure accurate and timely payment of salaries, compliance with legal regulations, and maintenance of employee payroll records. **Key responsibilities** The Payroll Officer will be responsible for: + Preparing fortnightly Superannuation reconciliation for the required payroll group, prepare payment vouchers and electronic transfers for authorization and payment. + Respond efficiently and effectively to enquiries from employees in relation to payroll. + Preparing and reconciling fortnightly salary packaging schedules for staff + Preparing fortnightly leave reports for program team leads and HR. + Review and summarize fortnightly timesheets in timely manner for submission to program accountants to review + Support the Payroll Coordinator in processing fortnightly payroll in Rockfast; run payroll reports for review by finance manager + Assist Payroll Coordinator as and when required + Undertake duties to support financial management in a timely, accurate and efficient manner. This will involve being accountable for all aspects of the role and understanding the implications of the role on the work of other team members + Responsible to provide updates and reports to the position’s supervisor + Support with preparation for both internal and external financial audits + Undertake other duties as requested. **Key deliverables** + Effective and timely tracking of deliverables, risks, and progress of activities. + Identification and reporting of corporate risk and fraud issues, which are managed following corporate and DFAT policies and procedures + Facilitate links with other APEP projects ensuring they are effectively linked so value for money is attained. + Submission of quality reports in accordance with the standards of Abt Associates and DFAT, other written inputs as agreed with Partnership Director. + Practical high-level advice given in a timely manner. **Key working relationships** + APEP Director, Senior Management team & Advisers + Finance teams across Abt PNG programs + Home Office P&C, legal and risk teams **About You** For applications to be considered, **a response to the key selection criteria below must be provided** . + Bachelor’s degree in finance, accounting, or relevant field + A minimum of 3-5 years’ experience in finance/payroll related role with In-depth knowledge of financial regulations and accounting processes, financial software’s including NetSuite/Rockfast etc… + High level attention to detail in meeting multiple deadlines ensuring high level work output. + Possess self-initiative, outstanding time management skills and similar qualities to handle heavy workload + Excellent time management skills and must be able to meet deadlines **How to Apply** + _Please ensure to address the Key Selection Criteria (About You) in your cover letter, and submit your application online, along with your CV as a single document._ + _Applications must be submitted personally by individuals only.
