The Role

The payroll specialist is responsible for providing general support to the organizations Payroll Operations. This Position processes weekly and biweekly payroll, to include balancing and loading of timecards to Oracle HCMS and General Ledger posting.

Responsibilities

Validates labor and cost allocations to appropriate accounts. Upholds the high standards of accurate and timely payment to employees.Utilizes knowledge of federal, state and local tax codes, agency policies and procedures, and Generally Accepted Accounting (GAAP) principles to assist in accurate weekly and bi-weekly payroll production. Ability to prepare ad-hoc reports in Kronos timekeeping system.Provides customer service to internal and external customers to include proper documentation required by Payroll to process request(s) utilizing agency policies and procedures, bargaining unit contracts, personal computers, and source documents.Supports and assists with day-to-day preparation of reports, and balancing of time reports.Prepares and transfers all reports and files to 3rd party vendors, including transmittal of NACHA files.Transmits general ledger pay file, OGA file, A/P file, and other internal customer output filesMaintains responsibility for researching stale-dated checks and issuing payments to current and prior employees.Assists in compiling and verifying accuracy of external audit source documents.Provides support and assists management during testing and implementing payroll system changes, updates, and preparation of payroll procedures.

Knowledge, Skills, & Abilities

Extensive knowledge of Oracle HCMS payroll processes.Proficiency in Microsoft Word, Excel, Outlook and Oracle systems.   Knowledge of Generally Accepted Accounting Principles.  Experience with Oracle HCMS preferred.  Knowledge of bargaining unit contracts, personal computer software programs (Office 2007), payroll software, and knowledge of internal controls. Strong interpersonal written and oral communication Ability to maintain confidential employee information and effectively handle sensitive and/or difficult employee relations.  Ability to work independently and under pressure, while meeting deadlines.   Ability to adapt to changing work environments and routines. Ability to prepare and/ or produce clear, concise financial records and reports.  Occasional weekend, holiday, and overtime hours required.

Education

Experience

Degree: College degree preferred in business; CPP preferred

Years: 5-7 year Payroll experience
