Job Summary/Basic Function
About This Role:
The purpose of this position is to perform the daily payroll activities and processing of the Bi-weekly and Supplemental payrolls related to Student, Hourly, and Non-Exempt Staff and to ensure compliance with Texas State and University Payroll Policies and Procedures and FLSA rules. This will be accomplished by assuring timely and accurate data is entered into the payroll system, including entering payroll adjustments, handling direct deposit requests and setup, reviewing accuracy for new hire benefits deductions and benefit changes, and processing wage garnishments; Data entry for TINS set up into the Uniform Statewide Accounting System; Generating payroll reports and maintaining those reports according to the university retention schedule; Submitting payments for the Optional Retirement Program to various vendors, 457 Retirement plan, Child Support, and other payroll related garnishments; Responsible to back up other Payroll Specialist and perform other duties as required.
What You’ll Do – Position Responsibilities:
+ Processes Bi-weekly payroll and supplemental payrolls promptly according to State policies and procedures by checking timesheets for accuracy, entering adjustments, calculating deducts, terminal vacation/comp time payouts; verifying pay for employees on FMLA ; voiding incorrect payroll checks, reissuing direct deposits or paper checks; checking Electronic Personnel Actions forms for accuracy and completeness; generating payroll/deduction registers; direct deposit setup; submitting ACH direct deposit files and reversals to the bank.
+ Generate payroll reports for Biweekly and Supplemental payrolls for use by other payroll personnel, university departments, and outside vendors; Maintain those reports in shared files according to the university retention schedule; Maintain accounting feeds for payroll use only.
+ Submits payroll liability payments and refunds including Optional Retirement Program to various vendors, 457 Retirement Plan, Child Support, IRS levies, Bankruptcies, and other wage garnishments by uploading electronic data, electronic wires and TEXNET payments.
+ Performs related duties assigned by the Payroll Director, serves as a backup to other Payroll Specialists; Attends meetings and training sessions; Answers employee questions regarding earnings and deductions through email and phone.
+ Data entry of TINS number for employees into the Banner system and Uniform Statewide Accounting System ( USAS ).
+ Review for accuracy New Hire benefits and benefit changes including retirement, insurance, child support, and other wage garnishments.

Physical Requirements:
This position typically works in an office environment, requiring prolonged periods of sitting at a desk while using a computer. The role demands frequent use of hands and fingers to operate a keyboard, mouse, and other office equipment. Visual acuity is essential for reading and interpreting data on computer screens. Clear verbal communication skills are necessary for interacting with colleagues and employees. Additionally, the job may involve occasional mobility around the office and attending meetings.

Minimum Qualifications
+ Associate degree preferably in Business or Accounting
+ A minimum of 2 years of experience in payroll processing.
