Though employed by AIS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratory. Pay, benefits, Human Resource, and Employment Management functions are provided by AIS. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy. This position is responsible for the administration of Oak Ridge National Laboratory’s payroll department activities. The Payroll Specialist is responsible for timely and accurate delivery of all payroll processing. This position provides accounting and project management support to both Human Resources and Finance. Independent thinking, including an attitude of anticipating, identifying, and resolving problems is necessary. This position exercises discretion and independent judgment in all facets of a Payroll Specialist. The position carries out all payroll activities and directly commits UT-Battelle, and ultimately DOE, to matters of significant financial impact with payroll payments exceeding $400 million annually. This position exercises independent choice, free of immediate direction or supervision since this position has the authority to formulate, interpret and implement company policies and procedures as defined in the Standards Based Management System (SBMS), federal and state laws. To join our team of outstanding professionals, apply today! Responsibilities Responsible for processing weekly and monthly payroll runs including producing adequate documentation for these runs. Responsible for entering and/or auditing a variety of payroll payments and deductions. Responsible for entering and/or auditing relocation payments. Responsible for all child support and garnishment processing. Responsible for creating and distributing a variety of payroll reports. Responsible for processing hourly temporary reclassifications prior to payroll runs. Work with Financial Analyst to coordinate and backdate debit/credit organizational burdens for new hires. Work with Benefits on entering pre/post tax benefit adjustments and Health Savings Adjustments. Interface with vendor for processing of bargaining unit GAP insurance deductions. Interacts with multiple departments on various communication platforms. Interprets and applies FLSA rules and regulations as needed regarding overtime pay, FMLA, disability and death benefits. Interacts with ORNLs enterprise resource system, SAP, and performs testing for system upgrades as necessary. Interfaces with HR, and benefits staff on issues impacting payroll processing. May provide guidance to HR and benefits staff on the payroll processes and procedures as required. Updates and develops internal operating procedures in subject area as needed. Interfaces with internal and external audit staff as directed by management. Qualifications High school diploma with a minimum of 5-7 years of relevant experience in payroll or other business field. Must be self-motivated and have ability to research information and perform independent problem solving and analysis to arrive at valid conclusions and recommendations. Must have strong organizational skills, an ability to adapt to frequently changing requirements, and the ability to evaluate and prioritize assignments effectively to meet multiple deadlines. Requires high level of accuracy and attention to detail. Excellent interpersonal skills and the ability to deal effectively with customers at all levels. Requires absolute integrity and discretion in handling sensitive and privileged information. Requires the ability to utilize Microsoft Office applications. Desired Qualifications: Experience in payroll processing or payroll operations preferred. FPC or CPP is preferred. Comprehensive knowledge of federal and state payroll regulations is preferred. Special Requirements: Pre-employment Drug Screen - External applicants selected for this position are required to successfully complete a post-offer, pre-employment drug test. This position may require the ability to obtain and maintain a clearance from the Department of Energy. If determined as such, this position would be identified as a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require participation in an ongoing random drug testing program in addition to the pre-employment drug screen.
