Summary You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE in the PUBLIC WORKS DEPARTMENT of NAVFAC SOUTHWEST. GS-09: $69,729.00-$90,647.00 GS-07: $57,007.00-$74,110.00 Responsibilities You will analyze contractor's work to identify and recommend corrective action to avoid possible issues (e.g., delays, claims, inefficient performance). You will conduct on-site inspections or reviews to evaluate contractor performance. You will monitor contractor performance (e.g., ability to deliver products, services, and systems to contract schedule and within cost) to ensure quality of work. You will identify problems in contractor performance to make recommendations for resolutions. You will interpret contract drawings, prepare government estimates, and develop contract modification proposals. Requirements Conditions of Employment Qualifications GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting on-site assessments for Facility Support Contracts to observe work performance and methods ensuring compliance with specifications and drawings; 2) Serving as a technical advisor to Contracting Officer Representatives (COR) and Contracting Officers on performance standards, analyzing defective work, and identifying material deficiencies or substitutions; 3) Reviewing contract specifications for compatibility with the administration of performance assessment methods and procedures; 4) Preparing cost analysis and estimates; and 5) Assisting in the development of contract specifications, reports, performance standards, Performance Assessment Plans (PAP) and Functional Assessment Plans (FAP). **NOTE** This information must be clearly supported in your resume. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assessing contractor performance on Facility Support Contracts to validate the contractors' services meet the contract specifications; 2) Reviewing invoices in an electronic invoice system and making recommendations regarding payment; 3) Assisting in the development of contract reports and performance standards; and 4) Interpreting blueprints, schematic diagrams, and architectural drawings. **NOTE** This information must be clearly supported in your resume.
