PERFORMANCE ASSESSMENT REPRESENTATIVE
Summary You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE in the FACILITIES ENGINEERING AND ACQ DIVISION of NAV FACILITIES ENGINEERING COMMAND SE. Responsibilities You will provide the direct oversight of the Contractor's Quality Management Program, to monitor contractor's performance of work while enforcing safety standards. You will perform administrative and operational contractual functions in order to support the Installation's Command. You will monitor Contractor performance of work on facilities, systems and infrastructure of complex technical nature to include utilities systems (electrical, water, sewer, wastewater), industrial HVAC and controls, fire protection, etc. You will review shop drawings, job plans, and performance schedules, in order to enforce applicable safety standards using Operational Risk Management techniques. You will prepare reports and review contract documents that support the recommended approval or denial of the contractor's request for payment, for services rendered. You will investigate all complaints from customers relative to the performance of services, the quality of service, damages or property loss, and other matters that involve the contractor's performance. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating the contractor's work against measurable performance standards by applying assessment methods; 2) Monitoring contractor performance work on facilities, systems and infrastructure of complex technical nature to include utilities systems (electrical, water, sewer, wastewater), industrial HVAC and controls, fire protection, rounds maintenance, waste disposal, pest management, custodial, etc.; 3) Monitoring operations to determine if work schedules are being followed by contractors; 4) Ensuring contractors follow the proper safety principles, practices, regulations, and standards applicable to the base operations support functions; 5) Planning, organizing, and facilitating the necessary performance meetings with the customer and the contractor to help maintain mutual understandings.
