Personnel Officer II - Employee Relations Unit

Duties: The schedule for this position is Monday through Friday, 9:00 a.m. to 5:00 p.m.

Provides administrative assistance and support to the Employee Relations Unit, including the Director, Labor Relations Specialists and Labor Relations Advisors, to the Hearings Unit, including the Director and Hearing Officers, and to the Administrative Prosecution Unit. Supervise PO I in the administrative prosecution unit. Responds to telephone calls, records messages, screens and processes incoming and outgoing mail and other documents by receiving, logging, sorting, and routing for delivery. Maintains staff schedules. Composes and/or prepares correspondence, reports, and/or memoranda, including those of a confidential nature. Confers with agency staff in order to exchange information; to coordinate efforts; to schedule meetings; and to obtain information concerning agency activities. Works with outside agencies and disseminates relevant information to appropriate departmental divisions. Documents, submits, and tracks all legal settlements. Assembles and disseminates relevant information as needed in the context of arbitrations, grievances, and other hearings. Maintains files and electronic databases for grievance/arbitration cases, Commissioner’s hearings, Civil Service Commission cases, Department of Labor Relations’ cases, and prepares periodic reports relating to same. Research grievance/arbitration or Civil Service Commission databases and documents for relevant precedents to assist in pending litigation or respond to inquiries from institution or division staff. Responds to Public Records Requests. Processes incoming subpoenas. Performs other duties as assigned.

Preferred Qualifications:

Must be proficient with Microsoft Word, Outlook, Access, Excel, Teams, and other applications essential to the performance of all duties required by this position. Familiarity and knowledge of Labor Relations and an understanding of collective bargaining agreements. Ability to communicate effectively in oral expression. Ability to exercise discretion in handling confidential information. The ability to prepare reports and documents.

Comments:

This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement. Applicants must have no felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609. The Massachusetts Department of Correction shall not hire anyone who may have direct contact with offenders, who has engaged in sexual abuse in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents. The DOC urges bi-lingual applicants to apply.

Applicants must have at least (A) three years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions: A Bachelor's degree or higher may be substituted for a maximum of two years of the required experience.

Graduate degree with a major in Personnel Management, Personnel Administration or Public Administration may be substituted for the required experience

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
