Personnel & Payroll Processing Specialist II

We are seeking a diligent and experienced individual for the position of Personnel Payroll Processing Specialist II at the Executive Office of Veterans Services. As an integral part of our dedicated team, you will be responsible for managing crucial HR and payroll activities, including processing special pay situations, auditing employee records, and participating in HR projects as needed.

Detailed Statement of Duties and Responsibilities:

• Reviews all payroll compliance reports as set forth by the Comptroller’s Office, Collective Bargaining Agreements and HRD. Respondsaccordingly based on the information in the reports.
• Processes overtime, differentials, special pay situations, and recurring differential payments such as education, Bi-lingual, and certification, timely and accurately to ensure that employees are properly compensated.
• Processes cash-outs upon separation from state service.
• Enters and verifies time and attendance exceptions on a weekly basis and trains timekeepers in proper coding of timelogs.
• Reviews and monitors step increases; notifies employees, in writing, of their increases. Delays steps due to off payroll time and/or below rating on EPRS.
• Requests Dyna-cash checks for emergency payment due to payroll error in conjunction with Agency Accounting division. Assists with reconciliation of Dyna-cash account and reconciles overpayments as soon as administratively possible.
• Enters and verifies all deductions into employees’ records to ensure proper payment of taxes, insurance premiums, garnishments and other benefits. Restores leave balances due to Workers Compensation approval upon receipt from the Benefits and Leave Unit.
• Completes necessary paperwork related to the State Board of Retirement, Unemployment, and Deferred Compensation and verifies all inquiries.
• Enters and monitors Labor Cost Management Defaults/Payroll Rejects per specific Agency procedures.
• Generates, reviews, and takes action on reports to ensure accuracy of agency payroll. Audits records, both paper and electronic, to ensure compliance with all rules and regulations.
• Participates in annual payroll activities both calendar and fiscal year end, including "Use or Lose" notices and W-4 Exemptions.
• Assists with employee inquiries regarding issues with pay advice, balances etc.
• Provides information to Supervisors/Managers regarding employee leave status, leave balances.
• Files relevant payroll documents in Personnel Files.
• Cooperates with other HR staff, participates in special Human Resources projects, and performs related duties as required.

The mission of the Executive Office of Veterans Services is to advocate on behalf of all the Commonwealth’s veterans and provide quality support services and to direct an emergency financial assistance program for those veterans and their dependents who are in need; an outreach program for homeless prevention, suicide prevention, two State Operated Veterans’ Homes and two Cemeteries.

The state-operated veterans’ homes were established as multifaceted health care facilities available to eligible veterans of the Commonwealth of Massachusetts. The mission is to provide long-term care and support services with dignity, honor, and respect. in the best possible health care environment for eligible veterans who reside in the Commonwealth.

Minimum Entrance Requirements:

Applicants must have at least (A) three years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions: A Bachelor's degree or higher may be substituted for a maximum of two years of the required experience.

Graduate degree with a major in Personnel Management, Personnel Administration or Public Administration may be substituted for the required experience

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
