Job Description

The ProSidian & Solkoa (Engagement Team) seek a Personnel Recovery Program Analyst (Level 8) [CLIN0001 Full Time] The Federal Law Enforcement Agency space at approved locations including OCONUS.  Most of the work will be performed at the Agency’s Office of Training, Quantico and Stafford, Virginia. to support an engagement for a Federal Law Enforcement Agency.  Provide a Federal Law Enforcement Agency with Personnel Recovery (PR) Subject Matter Experts (SMEs) to further its existing Personnel Recovery (PR) Program behalf of The Law Enforcement Agency’s, Office of Training (TR) with training to entail incorporating a one (1) day training regimen pertaining to Academic Resistance Laboratory Training (ARL).  The ProSidian Engagement Team will also conduct a biannual Backcountry Skills Week training course, speak to, and develop a course syllabus for the anticipated future ten (10) day Personnel Recovery Emergency Preparedness (PREP)/Foreign Affairs Counter Threat (FACT) courses.  Personnel Recovery SMEs shall suggest new policies and procedures, conduct/assist inter-agency coordination and provide training and operational support to The Law Enforcement Agency personnel that could potentially be isolated from other friendly personnel or detained by a terrorist or criminal elements while deployed Outside the Continental United States (OCONUS).  

The ProSidian Team shall provide training to The Agency Personnel, Task Force Officers, The Agency’s Emergency Support Function (ESF-13), Other Government Agencies (OGAs), and foreign host nation counterparts.  The SMEs shall be familiar with Department of State (DoS) Smith Training and High Threat Security Overseas Seminar (HTSOS), Serving Aboard for Families & Employees (SAFE), Foreign Affairs Counter Threat (FACT), and Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS).  These SMEs shall provide training and recommend necessary information to be included in interagency Memorandum of Agreements (MOAs)/Memorandum of Understanding (MOU’s) required to ensure The Law Enforcement Agency Personnel is incorporated into the existing Personnel Recovery (PR)  infrastructure within the Department of Defense (DoD), DoS, and OGAs.  SMEs shall provide training and logistical support for the Law Enforcement Agency’s Office of Training (TR) and deploy assistance in both Continental United States (CONUS) and OCONUS training deployments.

This is a Full-Time ProSidian employed W-2 position with commensurate benefits and competitive salary. The ideal candidate shall work to support requirements as a PR Program Analyst and consult on the development and enhancement of the existing Federal Agency PR Program that includes the following six primary PR tasks:  1) Prevention, 2) Report, 3) Locate, 4) Support, 5) Recover, and 6) Reintegration.  The PR Program Analyst shall recommend enhancements to the PR architecture within Federal Agency to include supporting the PR Training Unit.  The PR Program Analyst shall recommend draft language for and assist in the coordination of all necessary MOAs/MOUs between Federal Agency and inter-agency counterparts for PR in a manner that is consistent with existing, similar memorandums.  The PR Program Analyst shall recommend draft language for and assist in the coordination of all necessary MOAs/MOUs between Federal Agency and OGAs that shall establish a mechanism to complement and leverage each agency’s existing resources and capabilities.

The PR Program Analyst shall assist in performing a risk assessment of Federal Agency units, sections, and personnel that are eligible to deploy OCONUS for the potential of becoming isolated and in need of recovery.  The PR Program Analyst shall assist in drafting the revision of PR policies and offer recommendations on how personnel should conduct themselves if isolated from friendly forces in foreign territories.  The recommended revisions to the policies shall be consistent with, and complementary to, current guidelines and policies from OGAs.The PR Program Analyst shall provide recommendations for the development of a tailored training program for Federal Agency personnel for evading/preventing a hostage situation as well as surviving and coping with a detention/hostage event by a foreign government and/or terrorist organization.  Recommendations for training initiatives shall be based on information collected during the continuous risk assessment process.  Training shall also encompass instruction in surveillance detection techniques and advanced intelligence concepts and principals.  Course curriculums for the PR II, Advanced PR III, and anticipated future PREP courses shall continue to evolve based upon identifiable emerging threats to Federal Agency Personnel worldwide.

The PR Program Analyst shall provide recommendations for the development and refinement of repatriation and reintegration procedures and provide recommendations for enhancement.  The PR Program Analyst shall identify all equipment requirements necessary to support the PR program.  The PR Program Analyst shall adhere to Federal Agency policies, regulations, guidance, operational requirements, and terminology.  While OCONUS, The PR Program Analyst shall also adhere to DoS policies, regulations, guidance, operational requirements, and terminology. The PR Program Analyst shall assist Federal Agency personnel in establishing and maintaining liaison with all external agencies.
The PR Program Analyst shall provide training to selected personnel as directed by the Task Monitor (TM).  Training shall include, but not limited to, DoS High Threat Security Overseas Seminar (HTSOS), Serving Aboard for Families & Employees (SAFE), Foreign Affairs Counter Threat (FACT), Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS).  Also recommended or preferred are the DoD Survival Evasion Resistance Escape (SERE) principles and code of conduct principles and the Instructor Development Course (IDC).

The PR Program Analyst shall be certified in Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) and have current certifications.  Any CPR/AED training needed to keep valid certifications shall be at the expense of The PR Program Analyst  (Level 8).  The PR Program Analyst shall consult on the performance of PR operations around the globe, based on the situation, and as determined by the Federal Agency.
The PR Program Analyst shall conduct a five (5) day Backcountry Skills Week training course on a biannual basis.  The training shall consist of survival skills such as navigation, signaling, water procurement, fire making, shelter building, and tracking.  Course curriculum shall continue to evolve based on any new/improved survival techniques.  The PR Program Analyst shall coordinate with the TM on schedule.  The PR Program Analyst shall be familiar with the DEA Learning System (DEALS).

Qualifications

At no time will ProSidian personnel be supervised by the Fed. Gov Agency personnel. However, Government assistance is available to provide technical and policy guidance through the assigned representatives.  The ProSidian Team Member's and other ProSidian employees will have a fixed 8 hour day ranging from 6:00 am to 6:00 pm Monday through Friday, excluding federal holidays.  Telework is not authorized for this contract.  Extended hours of work may be required during the week or on weekends to meet priorities.  All documents submitted to and related to project accomplishment must be developed on electronic media shall be compatible with the requisite version of Microsoft Word, Excel, Auto Cad, or other software, as required.  The ProSidian Engagement Team shall maintain individual project files consisting of background information, design notes, and other material for assigned projects.

The Personnel Recovery Program Analyst (Level 8) shall possess a minimum of five (5) years of experience in military or law enforcement related personnel recovery matters.  Previous interactions with DoS Diplomatic Security Services, Regional Security Officer are not required, however, it is preferred.The Personnel Recovery Program Analyst (Level 8) shall possess or be capable of obtaining and maintaining a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access.The Personnel Recovery Program Analyst (Level 8) shall be capable of obtaining and maintaining a valid U.S. driver’s license and passport.  Any expenses associated with either shall be at the cost of The Personnel Recovery Program Analyst (Level 8).The Personnel Recovery Program Analyst (Level 8) shall have three (3) years of recent experience delivering both classroom and field instructional training.The Personnel Recovery Program Analyst (Level 8) shall have three (3) years of recent experience in developing or supporting effective programs of instruction and exercise training scenarios.The Personnel Recovery Program Analyst (Level 8) shall be capable of operating independently or collectively in a high-paced environment.
