About the Position: The position is located in the Army Contracting Command in Orlando, Florida. ACC-Orlando is a $2 billion acquisition agency and a contracting center of excellence focusing on customer satisfaction, innovative and flexible business practices. Responsibilities Directs the staff in providing staff leadership and technical advice, guidance and assistance to ensure that ACC-ORL personnel needs are adequately identified and satisfied. Supports an understanding of the Organization's Affirmative Action/EEO Program. Performs the full range of administrative and technical supervisory duties. Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters; interviews and recommends selections of candidates for positions. Establishes and Maintains liaison with Defense Acquisition University. Oversees the training and briefings of careerists on automated training systems such as CAPPMIS, Army Career Tracker (ACT), GoArmyEd, Total Employee Development (TED), Senior Rater Potential Evaluation (SRPE), and the Annual Mandatory training. Reviews budget and programs funding to plan and execute Training and Leader Development Management forums. Oversees the management of career maps for all occupational series (includes NH and GS acquisition and non-acquisition personnel), and Defense Acquisition Workforce Development Account (DAWDA). Serves as a subject matter expert (SME) responsible for assessing and recommending solutions to management team regarding the recruitment, development, retention, and engagement, of the ACC workforce. Prepares statistical analysis of hiring efforts and the development and modification of Army and ACC hiring policies and procedures based on labor market analyses and hiring objectives. Analyzes personnel requirements and ensures staffing levels are within Table of Distribution Allowances (TDA) and develops changes to TDA based on manpower and mission changes. Maintains CAS2net database for storage, retrieval and modification of personnel records and prepare annual Pay Pool panels ensuring supervisors’ accessibility and assessment to personnel records. Prepares final results from Pay Pool decisions for the workforce ensuring procedures are properly implemented to include review and compliance of legal and regulatory guidance, pay pool panel procedures and membership, and database integrity. Develops and issues guidance in the form of regulations, policy, and program objectives based on unique-to-specialized situations. Researches civilian/military HR laws, policies, regulations, and reference material; analyzes information; selects appropriate approaches; and recommends specific action. Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1) Preparing statistical analysis of hiring efforts and the development of federal government hiring policies and procedures based on labor market analyses and hiring objectives; 2) Providing staff level technical advice and assistance to all levels of management on complex human resources management issues or problems impacting the overall workforce; 3) Analyzing data extracts and reports from automated HR databases; and 4) Performing liaison functions internally and externally with multiple servicing Civilian Personnel Advisory Centers. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13). You will be evaluated on the basis of your level of competency in the following areas: Managing Human Resources Partnering Strategic Thinking Technical Credibility This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
