Personnel Services Assistant
Summary About the Position: This position is located in Brussels, Belgium, in the heart of Europe. The surrounding area is a large city within 30 minutes drive from other cities. The base is in central Belgium with the Netherlands, Luxemburg, France, and Germany within a day's drive; the United Kingdom is also easily accessible via ferry or chunnel. Responsibilities Verifies and issues military identification cards. Enters personnel data into the DEERS (Defense Enrollment Eligibility System) computer system. Updates complimenting State Department forms and verifies legal documents such as marriage certificates, divorce decrees, court orders, etc. Responsible as a RAPIDS Service/Site Security Manager Verification Officer. Ensures all newly arrived personnel and their family members receive services to include In processing Checklist Army in Europe Privilege card, Ration card and NATO ID card. Issues national and international clearance papers to US military and civilian personnel assigned to the USAG Benelux communities. Update Military Active Duty Records. Serve as passport agent, Passport Agent, preparing and verifying Applications for Consular Report of Birth Abroad of a Citizen of the United States Receive US Passport Applications, instructs and assists members of the command requiring or desiring to file application for issuance, renewal, amendment or extensions of U.S. passports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. QUALIFICATIONS FOR GS-05: Specialized experience required: 1 year of specialized experience equivalent to at least GS-4. You must be able to demonstrate, through experience shown in your written application materials, that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. OR Education: 4 years of education above high school in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration. OR Combination of education and experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify. QUALIFICATIONS FOR GS-06: Specialized experience required: One year of specialized experience at the GS-5 level or equivalent. Specialized experience is defined as: Assisting with verifying official documents for accuracy; entering personnel data into computer system/databases, and; maintaining records and/or data for periodic reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. QUALIFICATIONS FOR GS-07 Specialized experience required: One year of specialized experience at the GS-6 level or equivalent. Specialized experience is defined as: Experience in verifying official documents to determine eligibility. Experience entering personnel data into computer system/databases and providing administrative and clerical support. Using automated systems and assisting customers. Experience with in and out-processing of Active Duty and Civilian Personnel. Experience with Military Human resources. Experience as passport agent and with citizenship and identity verification. OR Education: Graduate education may be credited in those few instances where the graduate education is directly related to the work of the position OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. This is a(n) CP29 - Installation Management - Career Field position. The initial length of this overseas tour is 36 months. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
