EDUCATION AND EXPERIENCE + A minimum of 1 year of work experience in Florida State Personnel System Human Resources. PREFERRED EXPERIENCE AND TRAINING + Human Resources experience related to Workers' Compensation + Human Resources experience related to FMLA + Human Resources experience related to State Personnel System Insurance Benefits DESCRIPTION OF DUTIES: The incumbent is responsible for performing independent, professional duties, which includes the administration of Insurance benefits, FMLA and Workers’ Compensation programs for all agency employees. This position acts as the agency Sick Leave Pool and Sick Leave Donations Coordinator. A high degree of accuracy and confidentiality is essential in the position, along with the knowledge and compliance of the Commission directives, Comptroller rules, and interpretations from the Department of Management Services, the Department of Insurance and Treasury, Federal Dept of Labor, and Workers’ Compensation Laws. Accurately and timely coordinates the completion of all the Worker’s Compensation First Report of Injury Forms and medical claims. Responsible for monitoring long-term workers’ compensation cases, communicating orally and in writing with the Office of Risk Management, medical personnel, affected employees, and applicable management personnel to achieve Commission goal of returning employees to full-duty status as quickly as possible. Investigates and recommends temporary, light duty, and/or permanent, alternative, employment possibilities in conjunction with recommendations from the Office of Risk Management. Communicates with employees advising them of payroll salary reductions when Risk Management is paying employee for lost time. Assists employees in the completion of People First time sheets to reflect workers’ compensation leave and/or lost time. Ensures employee is provided notification of FMLA. Provides expense codes within seven days to the Accounting Office for processing of payments for invoices received for Temporary and Total Disability from the division of Risk Management. Corresponds with the Division of State Group Insurance, Office of Risk Management, employees and others as needed, and researches inquires as they arise. Revises forms, updates procedures, collects data, and prepares reports about employee’s workers’ compensation benefits. Position serves as liaison between employees, People First, and various insurance companies who offer health, life, disability, dental, cancer, etc… to FWC employees through payroll deduction. Resolves any benefit problems and benefits complaints that may arise with an employee, People First or various insurance companies. Responsible for the submittance of insurance premium underpayments and refunds. Prepare Journal Voucher Detail forms for payment of Agency Contributions of State Health and Life Insurance premiums. Administers FWC’s Sick Leave Pool and Sick Leave Transfers, including all leave balance adjustments and timesheet approvals as necessary. Acts as Agency Family Medical Leave Act (FMLA) coordinator. Notifies employees of their rights and responsibilities under FMLA. Coordinates, leave and payroll issues that may arise out of absences. Performs other related duties as required.
