The incumbent of this position performs highly responsible engineering work of an administrative and technical nature pursuant to the Louisiana UIC program and certain additional E&P and industrial waste disposal activities permitted under Title 43, Parts XVII and XIX of the Louisiana Administrative Code. The incumbent will also perform complex technical investigative and enforcement work on a statewide basis for the Injection and Mining Division (IMD). All work is performed in accordance with departmental policies, procedures, rules, and regulations. The position requires inter-parish travel. The incumbent can expect to travel approximately 20% of the time.The duties include, but are not limited to the following: + The position serves as the engineer responsible for managing all Class II and Class V subsurface cavern storage wells and Class III solution-mining cavern injection wells and is responsible for managing all related engineering activities with supervisory and administrative oversight of subordinate engineers and, on a project basis, administrative support staff. + Incumbent provides engineering supervision, guidance and professional expertise as needed in evaluating applications for such storage and injection wells. + Supervises and directs staff in the administration of all relevant rules, regulations, and procedures concerning application processing. + Reviews subordinates' reports and recommendations. + Under supervision of the Petroleum Scientist Manager, coordinates the operations of the Cavern Well Engineering Section with those of the division's Class I, Class II, V, and VI Injection Well Engineering Section, Geological Section, Enforcement Section and Audit Section in the application review process and on matters under their jurisdiction that involve engineering issues. + Assists in the development of regulations or policies regarding the protection of the water resources of the state. Addresses industry groups at conferences or other meetings on current issues under consideration by the Department that may require development of new procedures or policies. + Provides guidance and direction during conferences and meetings with representatives of industry, the public, as well as federal, state, and parish agencies to resolve regulatory issues, and conducts engineering studies to investigate unresolved matters. + Directs and performs the review and approval of the engineering components of all Cavern injection well applications submitted to the division. + Reviews all applications requesting authority to permanently plug and abandon cavern injection wells to ensure the procedure used in the plugging operation conforms to USDW protection criteria. + Responsible for oversight of adequate well construction, operational, and monitoring criteria to be met in research pilot or demonstration projects not specifically addressed under the state's UIC program to ensure protection of the USDW. + Oversight of the review and interpretation of pressure transient tests, radioactive tracer surveys, well logs, in-situ reservoir stress tests, and any other test data required in the permitting process.
