The Division is also responsible for a comprehensive pipeline safety inspection and enforcement program for both intrastate natural gas and hazardous liquids pipelines, and damage prevention enforcement on pipeline right of ways. LOCATION AND POSITION INFORMATION: Incumbents in the Special Projects group are supervised by the Petroleum Scientist Manager 1. Incumbents of this position perform highly advanced technical inspections of jurisdictional intrastate pipelines facilities and supervise the Petroleum Scientists and Engineer Technicians in their group. These inspections include reviews of engineering principles as they are applied to pipeline construction, maintenance and abandonment. There are three categories of intrastate pipelines facilities which are regulated and inspected by all: 1) gas distribution pipelines, 2) gas transmission and, 3) hazardous liquid transmission pipelines (category 2 & 3 may include offshore LA state waters). These incumbents may inspect from 1 to 3 of the categories of intrastate pipelines facilities in all areas of the state. This position requires extensive travel, completion of PHMSA Training and Qualifications Courses and is subject to random drug checks. Additional duties include, but are not limited to the following: + Incumbents perform highly specialized Integrity Management Program (IMP), Control Room Management (CRM), Liquefied Natural Gas (LNG), Breakout Tank (BT), and Underground Natural Gas Storage (UNGS) regulations protocol inspections and assists in enforcement procedures. + Incumbents provides direct supervision to all Petroleum Scientists and Engineer Technicians in the Special Projects group. This includes approving leave, annual planning’s and evaluations, supervising inspections, preparing weekly itineraries, etc. Incumbents leads the training of new employees and provides assistance to less experienced inspectors. + Incumbents of these positions are required to maintain inspector qualification through attendance of OPS training provided by the PHMSA Office of Training and Qualifications, located in Oklahoma City, OK. Completion of core courses for gas and hazardous liquid pipelines safety are mandatory as are completion of specialty courses for the respective pipeline type. + Incumbents review with pipeline operators specific regulation inquiries from pipeline operators. Attend staff meetings to discuss department policy and regulatory updates. Attend in-house training as provided. + Performs all other duties as assigned. Minimum Qualifications MINIMUM QUALIFICATIONS: A bachelor’s degree in a geoscience field or engineering plus three years of experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation, mining engineering or geology; OR A master's degree in a geoscience field or engineering plus two years of the required specialized experience; OR A doctorate in a geoscience field or engineering plus one year of the required specialized experience.
