Monday-Friday; 7:30am-4:00pm (no weekends) POSITION SUMMARY: The Pharmacy Buyer is responsible for all drug and non-drug procurement essential to the functions of all facilities that they oversee. The Pharmacy Buyer is responsible for the utilization and maintenance of information systems designed to support drug distribution procurement, such as the pharmacy inventory management system, pharmacy ordering platforms, and 340B third party accumulator, and 340B overlay. In doing so, prepares reports and ensures correct charging and issuing of pharmaceuticals. This role adheres to preferred contracts to ensure contract compliance and employs inventory management principles to ensure optimization specific to the facility or facilities they are responsible for. The Pharmacy Buyer prepares purchase orders, oversees product receipt, breakout, and stocking of pharmaceuticals and related materials for reporting, and assures correct charging and issuing of pharmaceuticals as applicable. This role oversees pharmacy recall and return processes, assists with management of drug shortages, and acts as a liaison between Pharmacy, Supply Chain, and other operating departments as applicable. PRIMARY JOB RESPONSIBILITIES AND ACCOUNTABILITY: Procures pharmaceuticals and non- drugs for the facility in which they reside and virtually for the other facilities that they oversee. Determines the weighted distribution of pharmaceuticals to ensure best pricing. Processes all pharmaceutical and supply purchase orders, under the direction of leadership to ensure pharmacy purchasing guidelines for quality, cost, preferred vendor and contract item, and appropriate service levels are achieved. Receives all pharmaceutical orders in a timely manner and informs facility pharmacy staff of short and overage receipts, including stocking of pharmaceuticals in the pharmacy. Works with affected departments to develop substitutions or other alternatives; monitors purchasing and receiving process of pharmaceuticals to ensure accuracy and efficiency of procedures. Oversees drug distribution activities including, but not limited to, preparation of orders, receipt, breakout, and distribution of pharmaceuticals. Coordinates the return of expired medications and excess medications and supplies and responds to recall alerts as per state drug distribution regulations, and FDA regulations. Will be involved in the central reverse distribution process. Utilizes, maintains, and optimizes the information system(s) designed to support the supply chain activities including, but not limited to building of files, creation of reports, and analysis of data. Oversees the maintenance of medication periodic automatic replenishment (PAR) and OPT levels and stock locations in the inventory management system. Remains competent in 340B to ensure compliance while optimizing the savings associated with program, by mitigating bad WAC and utilizing the appropriate accumulations. Assists in implementation and conversions to contract items to optimize contract compliance of the drug procurement process and updates ordering information and inventory levels when converting products to a new NDC or supplier. Ensures compliance to the Drug Supply Chain Security Act (DSCSA) including the track trace upon receiving, uploads hard copy transaction data per the DSCSA policy, and maintains the DSCSA software system for transaction histories. Maintains accurate files so information is readily retrievable in the event of an audit. Completes invoice audits as compared to current pharmaceutical contracts/pricing, with any discrepancies reported to leadership and accurately codes pharmacy invoices for payment. Participates in other Ministry-wide pharmacy and supply chain meetings including drug shortage meetings to provide updates and alternative products for identified drug shortages. Participates in the development of cost reduction and process improvement programs. Also monitors GPO contract portfolio and wholesaler electronic pharmacy catalog to ensure contract compliance and pricing accuracy. Qualifications REQUIRED QUALIFICATIONS: Education: High school diploma or GED Experience: 3 years of progressively more responsible pharmacy technician experience directly within a healthcare system, hospital, or related pharmacy setting. Licensure/Certifications: Pharmacy Tech Cert. Pharmacy Tech License Other skills/knowledge: Ability to read and write, to review and update computer databases, to understand and follow written and verbal instructions in order to purchase medications and fill orders, and to perform basic arithmetic calculations at a level normally acquired through completion of high school. Must type at an acceptable professional level of speed and accuracy in order to prepare medication labels. Ability to demonstrate independent problem solving, decision-making abilities, and prioritization/delegation. Strong interpersonal, written, and oral communication skills with demonstrated ability to work well with others. Good organizational skills and multi-tasking capabilities to process detailed information in an accurate manner. Excellent computer skills, including the ability to utilize Word, Excel, vendor-ordering platforms, and inventory management software. Ability to keep abreast of trends in contemporary pharmacy supply chain best practice, including pharmacy distribution standards and technologies and knowledge in mathematics, pharmaceutical, and medical terminology, and purchasing principles in order to place orders, verify shipping orders to invoices, and maintain various inventory logs and information systems(s). PREFERRED QUALIFICATIONS: Education: Bachelor’s Degree in business or healthcare related field Experience: 1 year of experience working directly with pharmacy suppliers and distributors. 2 years of experience working directly with pharmacy ordering platforms and software. 2 years of experience with pharmacy automation, including inventory management systems, 340B split billing software, and pharmacy unit dose packaging equipment. 1 year of experience with enterprise resource planning (ERP) systems. Other skills/knowledge: Knowledge of 340B regulations and procurement compliance Knowledge of the Drug Supply Chain Security Act (DSCSA) and FDA regulatory tracking requirements for medications.
