Position Summary:
ISI Professional Services is looking for an experienced Physical Project Engineer with expertise in the construction industry to provide Owner's Representative construction management services to a DoD client. The Physical Security Engineer will work to support a DOD client looking to manage the construction of a new Bureau of Engraving and Printing (BEP) Currency Production Facility (CPF) to provide a modern, secure, and innovative facility for the manufacturing of United States currency for the BEP. The new facility will occupy a 104-acre site in Beltsville, Maryland. The construction project is comprised of a primary building with a footprint of approximately one million square feet,. The program consists of a manufacturing hall and support spaces, laboratory/research spaces, a warehouse, vaults, a firing range, a tour area for visitors and visitor/vehicle screening outbuildings.
This role is essential for ensuring that the project meets all federal security standards, including physical and electronic security systems designed to protect the facility. The ideal candidate will have a strong background in security systems engineering, project management, and compliance with USACE and Department of Defense (DoD) security guidelines. The Security Project Engineer will oversee the design, implementation, and commissioning of security systems, including surveillance, access control, intrusion detection, and anti-terrorism/force protection measures.
Essential Job Functions
Design and Implement Security Systems: Oversee the design (e.g. shop drawings) and installation of physical and electronic security systems, including video surveillance, intrusion detection, access control, and perimeter protection, in accordance with USACE,DoD, and ISC standards.Manage Security Contractors and Subcontractors: Coordinate and supervise the work of contractors and subcontractors installing security systems, ensuring compliance with the project’s technical and security specifications.Compliance with Federal Security Guidelines: Ensure that all security measures adhere to USACE, DoD, and federal security regulations, including Unified Facilities Criteria (UFC), Interagency Security Committee (ISC), and Anti-Terrorism/Force Protection (AT/FP) standards.Testing and Commissioning: Lead the integration, testing, and commissioning of security systems, ensuring full functionality and performance according to the project’s security plan.Risk Assessments and Security Audits: Conduct security risk assessments and periodic audits throughout construction to identify and mitigate potential vulnerabilities.Handover and Documentation: Ensure all security documentation, including designs, installation reports, and user manuals, are completed and handed over to the client, along with training for the facility’s operations team.Qualifications:
Minimum 5 years of experience in security engineering, with a focus on physical and electronic security systems on large construction projects.Preferred Education: Bachelor’s degree in Engineering, Security Engineering, Electrical Engineering, or a related field.A combination of additional years of experience and professional certifications may be substituted for a degree.Certifications in Security Systems: Certifications such as Certified Protection Professional (CPP), Physical Security Professional (PSP), Certified Information Systems Security Professional (CISSP), or other relevant qualifications in physical and electronic security are preferred.Experience with USACE or Federal Projects: Familiarity with U.S. Army Corps of Engineers project standards and experience implementing security systems in compliance with DoD, ISC and federal guidelines. USACE Baltimore District project experience is highly preferred.Proficiency in Security Technologies: Expertise in electronic security systems, including CCTV, intrusion detection, access control, and networked security systems.Project Management Skills: Ability to manage multiple contractors and security-related aspects of large construction projects, ensuring timely completion and compliance with all security standards.Physical Requirements:
