Physical Security & Badge Operations Professional

**Overview**
The Physical Security Professional is responsible for administering and maintaining badging operations to support secure access control across the Pacific Northwest National Laboratory (PNNL). This role involves managing badge issuance, troubleshooting badging system issues, verifying credentials, and ensuring compliance with Department of Energy (DOE) and federal security standards. The incumbent will collaborate with access control staff, internal stakeholders, and external partners to uphold PNNL security policies, support incident response efforts, and provide exceptional service to employees and visitors.
This position requires strong organizational skills, a thorough understanding of badging principles, familiarity with regulatory requirements, and a customer-focused approach to badging operations.
**Responsibilities**
Key Responsibilities:
Badging System Administration:
+ Execute the issuance, activation, and deactivation of employee, contractor, and visitor badges to maintain secure access control.
+ Ensure proper badge configurations, including access level assignments and photo identification requirements.
+ Verify badgeholder credentials and maintain accurate records in compliance with DOE requirements and internal policies.
+ Assist in system maintenance and troubleshooting for the badging software platform, including testing system updates and patches.
Credential Management and Verification:
+ Verify applicant identities and ensure compliance with federal requirements before badge issuance.
+ Monitor and utilize a credential management system to ensure accurate access permissions and compliance with access control policies.
Compliance and Incident Support:
+ Ensure badging operations comply with DOE regulations and other relevant federal security standards.
+ Maintain documentation and audit logs of badging activities for compliance reviews and inspections.
+ Support security investigations by providing badging data as required.
Policy and Procedure Development:
+ Assist in the development, implementation, and updating of badging policies and procedures.
+ Ensure that all badging operations align with best practices and regulatory standards.
Training and Customer Support:
+ Provide onsite and offsite training to staff on badging processes and security policies.
+ Deliver excellent customer service by promptly addressing badging inquiries and resolving issues.
Collaboration and Stakeholder Engagement:
+ Work closely with stakeholders and other access control professional to assess security needs and implement effective solutions.
+ Assist with security system design reviews for new construction or renovation projects that require badging operations.
**Qualifications**
Minimum Qualifications:
+ BS/BA and 2 years of relevant experience -OR-
+ MS/MA or higher -OR-
+ AA and 12 years of relevant experience -OR-
+ HS/GED and 14 years of relevant experience.
+ Qualifying experience supporting the areas of: technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response may be counted. Experience must be through work with Department of Energy, Department of Defense, Homeland Security, intelligence community or military operational security, investigations, federal/state/local law enforcement or commercial/industrial security.
Preferred Qualifications:
+ Bachelor’s degree in business administration, information systems, security management, or a related field, or equivalent experience.
+ Familiarity with DOE orders (e.g., DOE O 473.1A) and other federal regulations related to access control and badging.
+ Demonstrated experience in badging operations within a secure environment, preferably at a DOE or federal site.
+ Proficiency with badging software applications (e.g., Lenel OnGuard, HID, or equivalent).
+ Knowledge of access control systems and their integration with badging operations.
+ Experience maintaining accurate records and desk guides for compliance purposes.
+ Excellent customer service and communication skills, with the ability to train and support staff on badging processes and policies.
+ Strong problem-solving skills and attention to detail.
**Additional Information**
This position requires the ability to obtain and maintain a federal security clearance.

* Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
*Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.
**Testing Designated Position**
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

**HSPD-12 PIV Credential Requirement**
In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
**Mandatory Requirements**

Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual’s relevant job-related skills, qualifications, and experience.
