The Physical Security Shift Leader is the first line supervisor; providing leadership, supervision and oversight over all physical security operations on their assigned shift. Shift Leaders must have a thorough knowledge and understanding of physical security practices, procedures, electronic security systems such as access control, intrusion detection, and video surveillance systems; life safety systems, building fire alarm systems, emergency response procedures, risk management, conducting investigations. The Shift Leader independently directs the activities of the security officers, receptionists, and Security Operations Center.
Shift Leaders must have the ability to supervise others, develop staff into a cohesive team, manage their resources effectively, communicate effectively both verbally and in writing, and demonstrate the ability to make sound decisions under sometimes stressful conditions. In the event of an emergency, the Shift Leader may assume the role of On-Scene Emergency Coordinator until the arrival of more senior personnel. While assigned to this position, and working with the Shift Supervisor, the Shift Leader represents MITRE’s senior management regarding security and safety concerns.
Provides support to the Physical Security Operations Manager by inspecting and auditing functional areas of the group to ensure the highest level of service to the MITRE community. Performs duties that are essential to the protection of MITRE's assets and its personnel.
Role & Responsibilities:
Upon assuming duty, receive a thorough briefing from off-going Shift Leader on the current security status of all campus and site facilities to include: any special alerts, threat level changes, posting and security staffing changes, current status of security and life safety systems, special events; meetings or distinguished visitors on campus; any current or on-going incidents that require follow-up action and reporting.
Receive a briefing from the Security Operations Center Operators (SOCOs) on the operational status of all equipment, electronic security systems, alarm conditions, or other events affecting our security posture.
Ensure that all equipment is accounted for and functions properly. Equipment includes Portable and Base Station Radios, Routine and Emergency Telephones, security vehicle and keys, gas card, all other security key rings, guard tour wands, security containers, applicable binders, and manuals. Any discrepancies (missing or damaged equipment) must be immediately investigated and reported to the Physical Security Supervisor and Physical Security Operations Manager.
Inspect the Security Operations Center each shift for cleanliness and housekeeping.
Review Shift and Incident Reports that have been completed since your last shift for significant events and additional pass down information. Prepare incident reports as required.
Conduct a guard mount prior to shift, with MITRE and contract Security personnel, to ensure that all personnel are in the proper uniform, present a groomed and neat professional appearance, have all required equipment, and are physically and mentally fit to perform assigned duties. Brief all Security personnel on the current security conditions and any special events scheduled during the shift. Quiz personnel on their duties to ensure they have a thorough understanding and knowledge of their post orders.
Inspect each reception desk and lobby area to ensure that they present a clean, clutter-free, professional environment, and that all forms, badges, keys, AED and equipment are accounted for and operational.
Conduct frequent training and drills to ensure that all assigned personnel are proficient in normal security and emergency response procedures. Response drills should be conducted as a minimum once per week on each shift.
Ensure SOCOs are performing their assigned duties and are properly completing the Daily Activity Log (DAL) during their shift. Review DAL and have SOCOs correct any discrepancies. Ensure SOCOs are also documenting all UL alarms properly.
Conduct frequent patrols of all campus facilities. Be observant for security and safety deficiencies, violations, or hazards.
Conduct random compliance inspections for the following:
Perimeter Control/Package Inspections: to prevent the unauthorized removal of classified material or introduction of contraband.
InfoSec Compliance: Ensure unattended computers are screen locked. Ensure employees do not have passwords written down and located on or around workstations or other locations that unauthorized persons would have access. Ensure employees are properly safeguarding and storing classified, sensitive, proprietary, and controlled unclassified information (CUI).
Badge Inspections: Schedule and conduct random badge inspections to ensure proper wear of badges and that all escort required visitors are under escort by picture badged personnel. Ensure personnel who wear their SecurID token affixed to their badge lanyard do not have the PIN attached to the device.
Conduct weekly campus perimeter alarm tests and document results accordingly.
Review all shift correspondence before it is disseminated. Review for accuracy, content, grammar, and spelling. Correspondence includes Shift Reports, Perspective Reports, and any other related written correspondence generated on your shift.
Evaluate the performance of security personnel and provide feedback. Work with Contract Security Project Manager to initiate corrective action and training for identified deficiencies.
Review Security Officer Electronic Tour Reports for each post. Identify deficiencies such as missed points, incorrect start/complete times. Advise Contract Security Project Manager to notify the officer of the deficiencies and initiate corrective actions or additional training.
Notify the Contract Security Project Manager and Shift Supervisor on issues such as open posts, security officer misconduct or substandard performance.
Prepare the Weekly Shift Schedule for your assigned shift. Shift schedules must be completed and posted on the Friday prior to the up-coming week’s schedule. Effectively manage your personnel and their time-off/vacation requests to ensure proper post coverage with minimal overtime.
Coordinate scheduling of Security Officers with the Contract Security Project Manager to ensure total post coverage with trained and qualified officers. Coordinate with Project Manager at least 24 hours in advance of all requests for Temporary Additional Service (TAS) Security Officer coverage for meetings, escorts, or other special events.
Receive call off notifications from MITRE security personnel. Notify the Shift Supervisor or Shift Leader for the affected shift. Make every effort to find replacement personnel for the open post utilizing part time on call and part time employees before utilizing full time staff and creating overtime.
Immediately notify the Shift Supervisor of any operational, personnel, and staffing problems or issues.
Shift Leaders must be proficient in the operation of the following security and emergency systems:

Workday
C*Cure Security Management System.
Ocularis Digital Video/CCTV System.
METASYS Environmental Alarm System.
Fire Alarm Systems, both in the Security Operations Center and building Fire Control Rooms.

Work closely and proactively with Visitor Management and key stakeholders in printing and preparing badges and rosters for upcoming meetings, conferences, and special events.
Work closely and proactively with MITRE staff in coordinating reserved parking requests for guests, meeting attendees etc. Prepare signage and ensure that signs are posted as requested.
Work closely with the MITRE staff in preparation and posting of meeting/conference directional signage.
Basic Qualifications:
Typically requires a minimum of 3 years of related experience with a High School Diploma or equivalent in education, or 2 years’ experience and an Associate degree, or equivalent combination of education and related work experience.
Ability to assume broad responsibilities requiring direct personal initiative and decision making as the principal on-site representative of facilities and security management during non-business hours
Must possess tact, decisiveness, and discretion to deal with a variety of situations involving all levels of personnel, tenants, and visitors.
Must demonstrate a history of utmost discretion in handling sensitive management situations and issues
Must be reliable in attendance and be flexible to work rotating schedules as needed
Minimum of a high school diploma. Associate or bachelor’s degree preferred.
Outstanding interpersonal and communications skills are required.
Possess strong computer skills and demonstrate the ability to effectively operate and manage security tools and processes. Systems include but are not limited to access control, intrusion alarm systems, CCTV, and communications equipment. Experience with C-Cure Access Control and Intrusion Detection System is preferred.
Have an understanding and knowledge of the National Industrial Security Program with experience working in a cleared facility environment.
This position has an on-site requirement of 5 days a week on-site
Preferred Qualifications:
ASIS International professional certification as a certified Physical Security Professional (PSP) is highly desirable.
