Physical Security Specialist
Summary PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at Bureau of the Fiscal Service, Asset Protection Division. The Asset Protection Division ensures the protection of Bureau of the Fiscal Service people, data, dollars, and physical assets, to include High Value Assets, Mission Essential Functions and the Critical Infrastructure Program. Responsibilities The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. Responsible for all enterprise physical security systems and hardware in use throughout all Bureau of the Fiscal Service facilities/regions. This includes but is not limited to physical access control system, video surveillance system, intrusion detection system, locks and locking systems, security screening equipment, and the underlying data network that the applicable systems reside on. These systems are established to protect the integrity of the nation's financial systems. Oversee and perform the planning, design, installation, testing, deployment, maintenance, and upgrading of new or specialized hardware, operating systems, and applications software supporting all physical security systems. Recommend methods for enhancing the efficiency of security systems through modification and application of evolving technology. Coordinate and monitor 24-hour technical support for all physical security systems, services, and hardware. This includes oversight of the physical security domain network rights, and access to extensive, complex systems and equipment. Perform incident and problem management associated with the physical security systems and hardware. Requirements Conditions of Employment A one year probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Specialized experience for this position includes experience performing physical security administration work that involves, on own initiative, providing guidance and recommendations regarding access control systems, policies, programs, and training in order to safeguard personnel, facilities, materials, and documents. Examples of such experience could include: - Working with alarm systems, CCTV controls, access control methods and emergency response procedures; OR - Conducting physical security surveys and assessments, and making recommendations from these; OR - Investigating security problems and developing alternative solutions; OR - Researching and analyzing physical security techniques, identifying problems, gathering information and developing and implementing plans and solutions; OR - Drafting and presenting physical security procedures and policies. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-09 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position Specialized experience for this position includes experience performing physical security work, with clear precedents and under limited supervision, involving the application of security programs and policies in order to safeguard personnel, facilities, materials, and documents. Examples of such experience could include: - Working with alarm systems, CCTV controls, access control methods and emergency response procedures; OR - Conducting physical security surveys and assessments; OR - Assisting with investigating security problems and developing alternative solutions; OR - Assisting with researching and analyzing physical security techniques, identifying problems, gathering information and developing and implementing plans and solutions; OR - Assisting with the presentation of physical security procedures and policies. OR You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-07 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing security work independently performing security surveys or coordinating with other members of the team regarding cost-benefit relationships for security devices or equipment systems, and similar considerations. Examples of such experience could include: -Applying risk assessment methods, threat assessment principles and physical security practices in order to Inspecting facilities where security processes and methods are known to the employee, security programs are operated effectively, and there is no history of significant violations and deficiencies and make recommendations OR -Collecting information, interviewing workers, observing physical conditions and related activities concerned with violations and compromises. OR - Experience using security policies, procedures, priorities and program plans to assist a team to plan, evaluate and develop physical security program components for the protection of resources and assets. OR You may substitute education for experience as follows: master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work OR an LL.B. or J.D., in a field related to this position. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-05 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing developmental and procedural support duties in a security work area; developing information, identifying interrelationships, and, under supervision, taking action consistent with objectives of the program and customer needs. Examples of such experience could include: - Reviewing requests for personnel or facility security clearances to assure that all required information is provided, requesting missing information from the originators, and granting clearances when derogatory information is absent. OR - Reviewing reports of personnel investigations to identify the presence or absence of derogatory information and, with more experienced specialists, reviewing the impact of various kinds of derogatory information on the granting, denying, or revoking of security clearances. OR - Assisting with applying risk assessment methods, threat assessment principles and physical security practices to support senior specialists. OR You may substitute education for specialized experience as follows: 1 full year of graduate level education (18 Semester hours, 27 Quarter hours or equivalent); OR You may have a bachelors degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
